I. CALL TO ORDER
The Workshop of April 10, 2000 of the City Commission was called to order by Deputy
Mayor Cindy Gennell at 5:42 p.m. in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

A. Community Development Department
Requests That The City Commission Approve A Resolution Supporting The City Of
Winter Springs Participation In A Joint Transportation Enhancement Application
With Orange County, Seminole County, Oviedo And Winter Park.
Brief discussion ensued on the proposed location of the trailheads.

B. Community Development Department
Requests The City Commission Receive Information On The Current Status Of The
City's State Road 434 Transportation Improvement Program.
Members of the Commission and Mr. Ronald W. McLemore, City Manager spoke about
the management ofthis project.
Commissioner David W. McLeod arrived at 5:46 p.m.
Further brief discussion ensued on property owners; meetings that will be held to discus
any concerns; and notification of advertising.
INFORMATIONAL
C. Community Development Department - Code Enforcement Division
Requests The City Commission Consider Information On Current City Codes
Regarding Animal Control.
Commissioner Edward Martinez, Jr. inquired about the hiring of new personnel; a call
from a resident regarding animal control; drafting legislation to address possible
problems; and that we might check with other jurisdictions regarding related Ordinances.
PUBLIC HEARINGS
B. Community Development Department - Planning Division
Requests The City Commission Hold A Public Hearing For The Second Reading
And Adoption Of Ordinance 2000-08 To Annex 29 Acres Of The L.D. Plante
Property.
Discussion involved approvmg the Ordinance; and which Ordinance was read at a
previous meeting.
PUBLIC HEARINGS
C. Community Development Department - Planning Division
Requests The City Commission Hold A Public Hearing For The Second Reading
And Consideration Of Ordinance 2000-07 To Require A Six (6) Foot Wall Buffer
Between Multi-Family And Single Family Developments And Between Commercial
And Single Family And Multi-Family Developments. A Waiver Of The Wall
Requirements Within The Town Center District May Be Approved As A Special
Exception. The Waiver Provision Shall Not Apply To Developments Located On
The Edge Of The Town Center District.

Discussion on this Agenda Item included a proposed wall; separating uses; multi-use
zoning; a "waiver" requirement; developments; special exceptions; possibly amending
this Ordinance; residential zoning and commercial zoning.

E. Community Development Department - Planning Division
Requests The City Commission Hold A Public Hearing For First Reading And
Consideration Of Ordinance 2000-09 Adopting The Large Scale Comprehensive
Plan Amendment (LG-CPA-4-99) That Would Change The Future Land Use
Element Of The Comprehensive Plan By Replacing Existing Policy 2)a.,b. Under
Objective B Of Goal 3 With New Language (As Policy 2) Which Would Identify The
Land Use Categories In Which Public Schools Are An Allowable Use And Provide
School Siting Criteria.
Members of the Commission, Manager McLemore, and Mr. Thomas Grimms, AICP,
Comprehensive Planning Coordinator discussed the proposed property for a school site;
the "bus bam" property; property lines; whether rezoning would be required; whether a
buffer would be necessary; changing sites for the proposed school and the "bus barn";
and the impact on Charter schools.
Mayor Paul P. Partyka arrived at 6:05 p.m.
City Attorney Anthony A. Garganese advised the Commission about a couple of
technical points and stated, "Section 2 of the Ordinance shall note some of the
substantive provisions, regarding 'Public Schools' and were not underlined. They need
to be underlined, beginning with the bottom of page 2, continuing on the top of page 3,
because those are all additions to the text of the Comprehensive Plan. Also, this
Ordinance, although the title is sufficient for the First Reading, there are some technical
amendments that need to be made to it - just some standard paragraphs that would be
made after the First Reading, and would be brought back to you for the Second Reading,
in proper form."
Mayor Partyka stated, "Let the record show that the Mayor has shown up - at 6:05."
Discussion followed about the "Growth Management Act;" coordination between cities
and counties; growth projections; working with the School Board regarding the need for
new schools; lobbying the School Board for additional schools; district boundaries;
building densities; and financing for additional schools. Commissioner Blake spoke of
an issue dealing with "School concurrency in the Comp Plan;" and mentioned that he
would like additional information on this issue.

Requests The City Commission Hold A Public Hearing For First Reading And
Consideration Of Ordinance 2000-11 To Adopt The Large Scale Comprehensive
Plan Amendment (LG-CP A-2-99) That Would Change The Future Land Use Map
Designation On The Elizabeth Morse Foundation Property From (County)
"Suburban Estates" (1 DU Per Acres) To (City) Designation "Lower Density
Residential" (1.1 - 3.5 DU Per Acre).
Deputy Mayor Gennell asked if we had received any response from the "Objections,
Recommendations and Comments" (ORC) Report. Brief discussion on whether this
Agenda Item should be heard or postponed.
Deputy Mayor Gennell stated, "I just want to go on record as opposing it without having
the response of the 'ORe' Report available." Attorney Anthony A. Garganese suggested
that this issue be tabled.
REGULAR
A. Community Development Department - Land Development Division
Presents To The Commission, At Their Request, The Regular Agenda Item D Of
The Commission Meeting Of March 13, 2000 Which Is A Request Of Mr. Manny
Garcia To Realign A Segment Of Tuscawilla Trail (A Private Road) Which Does
Not Meet City Code.
Deputy Mayor Gennell asked Mayor Partyka if he had checked Roberts Rules of Order,
regarding "Bringing items back."
Discussion ensued on easements; and whether this Agenda Item could be discussed
directly after the Informational Agenda.
In other business, Mayor Partyka stated, "We'll move up Regular "A", and Regular "J,"
and Regular "K" - ahead of the "Public Hearings" Agenda.
Mayor Partyka also mentioned that some decision should be made, regarding whether
Workshops should be continued.
III. ADJOURNMENT
Mayor Partyka adjourned the Workshop at 6:29 p.m.
