HomeMy WebLinkAbout_2005 01 19 City Commission Workshop Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP JANUARY 19,2005 CALL TO ORDER The Workshop of Wednesday, January 19, 2005 of the City Commission was called to order by Mayor John F. Bush at 10:09 a.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). ROLL CALL: Mayor John F. Bush, present Deputy Mayor Michael S. Blake, arrived at 12:15 p.m. Commissioner Robert S. Miller, arrived at 10:13 a.m. Commissioner Donald A. Gilmore, arrived at 10:26 a.m. Commissioner Sally McGinnis, present Commissioner Joanne M. Krebs, present City Manager Ronald W. McLemore, present City Attorney Anthony A. Garganese, absent Assistant City Attorney Kate LaTorre, present Mayor Bush led the Pledge of Allegiance. During his opening remarks, Mayor Bush spoke on the Scottish American Highland Games which were held on Saturday, January 15, 2005. Commissioner Robert S. Miller arrived at 10: 13 a. m. Mayor Bush then mentioned a Regular Meeting of the Seminole County Land Planning Agency/Planning and Zoning Commission being held tonight at 6:30 p.m.; and noted, "One of the things on here, it says 'Text Amendment and Exhibit Addition to the Future Land Use Element of the Seminole County Comprehensive Plan as Directed by the Home Rule Charter Amendment'." Furthermore, Mayor Bush said, "Anthony [City Attorney Garganese] needs to take a look at it." Additionally, Mayor Bush said to City Manager Ronald W. McLemore, "Is somebody going to go there tonight?" Brief discussion. Mayor Bush commented that Seminole County Commissioner Robert Dallari let him (as Mayor of Winter Springs) speak on SGTV [Seminole County Television] at the Scottish American Highland Games. Mayor Bush stated, "I wrote him a thank you letter for it." Gilmore arrived at 10:26 a.m. INFORMATIONAL AGENDA INFORMATIONAL 300. Community Development Department Discussion Of Town Center Concept With Consultants. City Manager Ronald W. McLemore introduced this Agenda Item. Mr. Victor Dover, A.IC.P., Dover, Kohl & Partners, 1571 Sunset Drive, Coral Gables, Florida: addressed the City Commission on the Town Center. Tape 1/Side B Discussion. Mr. Walter M Kulash, P.E., Glatting, Jackson, Kercher, Anglin, Lopez, Rinehart, 33 East Pine Street, Orlando, Florida: presented information to the City Commission. Mr. Brent Lacey, Senior Transportation Planner, Glatting, Jackson, Kercher, Anglin, Lopez, Rinehart, 33 East Pine Street, Orlando, Florida: addressed the City Commission on transportation issues. Tape 2/Side A Discussion ensued. Commissioner Miller stated, "I hope all of this works. I really like what you are proposing. " Discussion. Commissioner Sally McGinnis stated, "One of the most important elements of this, and it is wonderful, is going to be community education, throughout this whole process. We have got to keep telling the people that this is going to be better. We have to present this in continually positive ways." Furthermore, Commissioner McGinnis said, "We do have a paper now that I hope has a wider distribution in our town, but we can use that to inform the people that this is going to be in their best interests." Further discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - JANUARY 19,2005 PAGE30F5 Mayor Bush called a Recess at 12: 13 p.m. Commissioner Michael S. Blake arrived at 12: 15 p. m. Mayor Bush reconvened the Workshop at 12:36 p.m. Mr. Dover continued with the discussion on Town Planning. Further discussion ensued regarding a Tree Survey and the Arbor Code. Mr. Dover suggested, "You need to amend the Town Center Ordinance to make it clear where the Town Center is exempt from the other requirements in the Arbor Ordinance." Manager McLemore stated, "The City Attorney has given an Opinion that the Town Center Code prevails over the Arbor Ordinance - but there is a requirement in the Town Center as I understand to have a Tree Survey, so the question is, what kind of Tree Survey do you need - the one that is in the Arbor Ordinance or one that makes sense with the Town Center." Tape 2/Side B Discussion ensued on Orange Avenue. Mayor Bush stated, "Are there any Commissioners who are against having - exits coming out onto [State Road] 434?" Commissioner McGinnis stated, "No." Commissioner Miller said, "I am." Furthermore, Commissioner Miller stated, "I am not against it, but I am not convinced it is the best way to go at this particular time." Deputy Mayor Blake stated, "I don't have a - huge problem with taking a very careful look at the - connection or the extension of Orange Avenue, going through the Park. It certainly makes sense that if we are going to build two (2) roads that end at the same place, that we ought have them connected, and make sure that they actually do operate as a connection; as opposed to the way some of our neighboring communities do it." Deputy Mayor Blake added, "But we must make sure that first and foremost that we plan for the safety of the people that use the Parks. And I know that there are many more ways than I can think of to handle that issue, whether it be with speed, barriers. Any roadway through the parks must understand that it is pedestrians first, and traffic second." Manager McLemore stated, "Absolutely." Commissioner Gilmore stated, "My concern is that people are going to come up Orange Avenue, cut down through here and this is a center of activity. You have a lot of parking in here. You have got people going back and forth across this area. Why don't we block off this road at this point and let this be the exit? And that may relieve some of my concern. " Discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - JANUARY 19,2005 PAGE40F5 Mayor Bush stated, "I get the consensus that this is something that the Commission could continue to look at as the extension of Orange Avenue coming out onto [State Road] 434 - on the west side there." Discussion. Tape 3/Side A Further discussion. Commissioner McGinnis spoke about "Diversity" for the Record. Issues related to parking were discussed next. Discussion ensued regarding a location for a Public Library in the City of Winter Springs. Mayor Bush said, "I would like to ask the Commission to consider this at a future Meeting because the 'Library' initiative is gaining momentum. If we want it in Winter Springs - it's going to take some cooperation between us and the County, so we need to be thinking about it and have a plan. So, I think that is something you need to discuss at a Regular Meeting." Commissioner Miller stated, "In that case, it might be appropriate for the City Manager to sit down with Dover, Kohl [& Partners] and find out what they recommend. There are a couple of potential sites and bring it back as an - 'Item'." Mayor Bush said, "That would be an excellent idea." Commissioner McGinnis said, "I agree." Commissioner Blake departed the Workshop at 1:56 p.m. Commissioner McGinnis commented, "Ron [McLemore], earlier you referred to our 'Downtown' - I love that." Commissioner McGinnis added, "I love getting away from 'Town Center'." Manager McLemore stated, "This - can truly be a 'Downtown'." Mayor Bush said to Commissioner McGinnis, "Bring it up under your Seat at the next Meeting." Commissioner McGinnis responded by saying, "Okay." Discussion. Regarding the Town Center, Manager McLemore stated, "We need to continue to pay very, very, very close attention to what your Consultants are recommending - on a project by project basis." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - JANUARY 19,2005 PAGE50F5 Commissioner Miller stated, "If our Consultants are going to be involved in this, what I would ask is that you pay particular attention to - what is brought to us, after it gets through your review, if it doesn't really meet your criteria, you let us know, in no uncertain terms, that this is not what fits the Town Center."
