I. CALL TO ORDER
The Workshop of March 13,2000 of the City Commission was called to order by Mayor
Paul P. Partyka at 5:41 p.m. in the Commission Chambers of the Municipal Building
(City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

E. Community Development Department - Land Development Division
Requests The Commission To Provide Direction Relative To A Request To Develop
Property Known As Big Cypress On State Road 434 Next To The Winter Springs
Golf Club At A Density Of 16 Units Per Acre.
Brief discussion ensued on Regular Agenda Item "E."
Commissioner David W McLeod arrived at 5:43 p.m.
Members of the Commission, Mr. Kipton D. Lockcuff, P.E., Public WorkslUtility
Department Director discussed whether Regular Agenda Item "E" should be discussed in

its entirety tonight, and whether a large-scale Comprehensive Plan Amendment might be
required. Discussion.
Mayor Partyka stated "I just want to get it on the record that Dan Wood did call me up,
and to tell me about some background on this issue."
Mayor Partyka continued, "And the one issue that I did have a question on which he - he
mentioned, specifically was this idea about vested rights. Since he had been paying for
or their, this ownership group had been paying for years - the idea of, what is the term
I'm thinking of?"
Mr. Don LeBlanc, Land Development Coordinator added, "Reservation."
Mayor Partyka asked if there were any "Vested Rights issues." Discussion on property,
and previous ownership.

D. Community Development Department - Land Development Division
Presents To The Commission For Their Action The Request Of Mr. Manny Garcia
To Realign A Segment Of A Tuscawilla Trail (A Private Road) Which Does Not
Meet City Code.
Members of the Commission and Mr. LeBlanc discussed the property in question;
easements; private property; have all property owners agreed; possibly getting a notarized
document from Tuscawilla Trail owners as a stipulation to approval; and ownership of
other properties.
PUBLIC HEARINGS
D. Community Development Department - Code Enforcement Division
Requests The City Commission Holds A First Reading Of Ordinance Number 2000-
06 Regarding Installation Of Fences.
Members of the Commission and Ms. Jimette Cook, Code Enforcement Officer discussed
possibly postponing this Agenda Item; the re-permitting of fences; "good side out;"
location of the fence within three (3) inches of the property line; situations in the
"Highlands;" what the consensus of the Commission was regarding this; what about
neighbors having a mutual understanding with neighbors; chain link fences;
postponements; power easements; developers placing the fencing in the appropriate way;
"dead space" between fences; what other jurisdictions have done; possible postponement
ofthe First Reading; and two (2) finished fences between properties."
Several Informational Agenda Items were next briefly discussed.

E. Community Development Department - Planning Division
Requests The City Commission Hold A Public Hearing For The First Reading And
Consideration Of Ordinance 2000-07 To Require Six (6) Foot Solid Wall,
[Constructed Of Concrete, Block Or Other Durable Material (Wood Not Allowed)
Compatible With The Surrounding Area], Between Single Family And Multi-
Family Land Uses.
Commissioner Edward Martinez, Jr. asked that the Commission get information in
advance, as new information was handed to the Commission this evening, regarding
Regular Agenda Item "E."
Mr. Anthony A. Garganese, City Attorney mentioned that an Amended Ordinance
(Ordinance Number 2000-07) had been distributed this evening, and that he did concur
with Commissioner Martinez about getting information in advance. However, due to
formatting changes that he had made to Ordinance Number 2000-07, he understood if the
Commission preferred to wait and review this at another time. Brief discussion.
III. ADJOURNMENT
Mayor Partyka adjourned the Workshop at 6:27 p.m.
