CITY COMMISSION
ATTORNEY-CLIENT SESSION
FEBRUARY 3, 2000
I. CALL TO ORDER
The Attorney-Client Session of February 3, 2000 was called to order by Mayor Paul P.
Partyka at 11 :03 a.m. in the East Training Room of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708).
ROLL CALL:
Mayor Paul P. Partyka, present
Deputy Mayor Cindy Gennell, present
Commissioner Robert S, Miller, present
Commissioner Edward Martinez, Jr., present
Commissioner David W. McLeod, absent
City Manager Ronald W. McLemore, present
City Attorney Anthony A. Garganese, present
Commissioner Michael S, Blake, present
The Attorney-Client Session commenced with Mayor Partyka stating that this session
should last approximately thirty (30) to sixty (60) minutes; and the following individuals
are scheduled to be in attendance: Mayor Paul p, Partyka, Deputy Mayor Cindy Gennell,
Commissioner Robert S, Miller, Commissioner Michael S. Blake, Commissioner Edward
Martinez, Jr., Commissioner David W. McLeod, City Manager Ronald W. McLemore,
City Attorney Anthony A. Garganese, and a Court Reporter.
Attorney Garganese then stated that he "Needs the advice of the City Commission and
the Mayor regarding litigation strategy pertaining to expenditures and settlement of the
case entitled City Of Winter Springs v. The State OfF10rida et al pursuant to Pursuant To
Florida Statutes Section 286,011(8)",
Mayor Partyka then closed the "Open Meeting", and everyone else left the East Training
Room.
II. ATTORNEY-CLIENT SESSION
Pursuant To Section 286.011(8), Florida Statutes, The City Attorney Will Be
Seeking The Advice Of The City Commission Regarding Settlement Negotiations
And Strategy Related To Litigation Expenditures Concerning The Pending
Litigation Titled "City Of Winter Springs v. The State Of Florida, And The
Taxpayers, Property Owners And Citizens Of Winter Springs, Florida Including

Non-Residents Owning Property Subject To Taxation Therein - Case Number 99-
CA-2212-16G" (Bond Validation).
The Attorney-Client Session then commenced regarding "City Of Winter Springs v. The
State Of Florida, And The Taxpayers, Property Owners And Citizens Of Winter Springs,
Florida Including Non-Residents Owning Property Subject To Taxation Therein - Case
Number 99-CA-2212-16G" (Bond Validation),
III. ADJOURNMENT
At the conclusion of the Attorney-Client Session, Mayor Partyka re-opened the meeting
to the public at approximately 12:15 p,m. The meeting was adjourned by Mayor Partyka
at 12:16 p.m.
