HomeMy WebLinkAbout2008 04 14 Consent 203 Reynolds Inliner, LLC COMMISSION AGENDA ITEM 203 CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR April 14, 2008 Meeting MGR /0~EPT /~ IA h . . ut onzatlOn REQUEST: The Public Works Department is requesting authorization to hire Reynolds Inliner, LLC. to perform Storm Sewer Line Rehabilitation by Piggybacking off Orange County Project No. Y6-.1 005-12 PURPOSE: The purpose of this Board item is to request authorization to piggyback off of Orange County Project Y6-1 005-J2 with Reynolds Inliner, LLC for lining of storm sewer pipes at a cost of $28,710 plus 10% contingency. CONSIDERATIONS: This project is needed for the rehabilitation of a storm sewer system pipe made of corrugated metal pipe that due to age and water flow have rusted out at the bottom and are failing. The process, a trenchless technology called Resin Impregnated Cured-In Place Pipe (RICIPP) lining, is the preferred method of repairing storm sewer pipes when excavation becomes too costly due to reconstruction costs or proximity of homes. This process relines the interior of the pipe recreating the wall thickness of the pipe, does not rust, and does not affect flow capacities. The project includes 174 lineal feet of 42 inch corrugated metal culvert pipe at the Stormwater pond on Mt. Laurel Drive. The rehabilitation of the pipe can be done with no excavating, restoration or potential damage to foundations. The cost of rehabilitation includes the cleaning, dewatering, installation ofRICIPP lining and video inspection. The Public Works - Stormwater Division has implemented a relining program for all corrugated metal pipe in the storm system that began in 2006/2007 with the lining of 346 lineal feet on Howell Creek Dr. with Commission's approval. This program consists of inspection, evaluation and budgeting for the lining at specific locations where lining is the best practical method of reconstruction versus full replacement. 041408 _ COMM _ Consent_ 203 _Storm ]ipe _ Relining_ Mt_ Laurel April 14,2008 Consent Agenda Item 203 Page 2 FUNDING: The Stormwater Utility Fund - Stormwater System (3800-65000) is budgeted at $95,000. The project cost of$28,7l0 will be paid from this fund. Funds will be expended over the next 90 days. The terms and scope work are the same as the piggyback contract. RECOMMENDATION: It is recommended that authorization be granted to piggyback off Orange County Project No. Y6-1005-J2 with Reynolds Inliner, LLC. for rehabilitation of storm sewer lines at a cost of$27,710 plus 10% contingency from Stormwater Utility Fund - Capital Projects line code 3800-65000.
