I attended the Workshop that took place last Monday regarding Parks and Recreation and my
comments are in regard to the sponsor-partnership program, and specifically where it applies to the
soccer leagues.
I gathered from the discussion that money will be the main criteria in making your selection of the
soccer league which you will ultimately endorse. If that's the case, I'm here to suggest that there are
other criteria, you need to consider because you may be creating more problems for yourself in the long
run. For instance, the larger soccer leagues are organizations that draw from a county level, and are not
locally based organizations. They have a financial advantage because they can spread the cost to a
wider membership and keep their registration fees low enough to remain competitive, but they may
create another problem for you if they bring in a significant number of players who are nOI:1-residents
and who are not factored into your comprehensive plan calculations.
In other words, if your comprehensive plan uses the population of the City of Winter Springs as the
basis for your recreation level of service, what happens to that level of service if it can be proven
through rosters that our fields are sustaining a significant number of park users who do not reside inside
the city limits? I'm asking the commission to look deeper into this sponsorship program because it
seems that it's being pushed by the city staff strictly on the basis of the financial benefits, but that they're
not considering the negative impact it will have on the quality of life in this community.
The decision to give non-local organizations the authority to gain access to our fields will have another
negative boomerang effect. You'll see it when it comes time to get signatures and votes for the Parker
property. Though it's an initiative I support, I question its success when the residents of Winter Springs
figure out that you're asking them to pay premium prices for property that will ultimately be handed
over to a non-local based organization. [applaud this commission for recognizing the need for practice
fields but now I'm asking you to take a step further and accept the responsibility for providing safe areas
of play that will not create financial hardships to families with young children.
For the record, my son is registered with Central Florida United, and my daughter is registered with the
Winter Springs Soccer Club. I don't think this sponsorship program is a solution and will cause more
problems than it solves. Even on a legal basis, [ can not see how you will escape liability if your actions
interfere with the success of one of the smaller private leagues.
Lastly, I suggest you revisit ordinance 64 and ask yourself, do you have an obligation to the Tuscawilla
PUD residents who have a vested interest in what common ground is left in Tuscawilla? You, afterall,
allowed developers to build more than twenty-five subdivisions without providing adequate space
within each development because the forty acres in Trotvlood Park were factored into the open space
requirements.
I am requesting that my comments are entered into the public record, as well as any other remarks that I
have made this year where the city clerk was handed a copy of my comments.
Breakdo\\-'J1 of three competing Soccer Leagues:
Central Florida United was established as the "Winter Park Soccer Club" and recorded a name change
on 4/9/1997 to Central Florida United. A search for the Division of Corporation lists six members on
the board of directors. None of them live in Winter Springs. There are two members in Oviedo, two in
Winter Park, one in Casselberry and one in Maitland.
Seminole Soccer Club: This soccer club owns its own fields and has four members listed on the board
of directors. Only one of them lives in Winter Springs: Dave Norton who lives in Chelsea Woods on
Seneca Blvd.
Winter Springs Soccer Club: The print-out from the Division of Corporation is out-dated, but the
board of directors continues to have the same ratio of Winter Springs residents to non-residents. There
are a total of five members on the board, three of them live in Oak Forest, which is part of the
Tuscawilla PUD.
A more detailed report regarding the comparisons between the soccer leagues will be provided as soon
as the rosters are released by the Parks and Recreation department.
