I. CALL TO ORDER
The Workshop of July 20, 1999 of the City Commission was called to order by Deputy
Mayor Cindy Gennell in the Commission Chambers of the Municipal Building (City
Hall, 1126 East State Road 434, Winter Springs, and Florida 32708).

II. AGENDA
A. Budget Review
INFORMATION SERVICES DEPARTMENT
Ms. Joanne Dalka, Manager, Information Services Department, discussed where monies
were to be used relating to hardware; routers; computers; and installation. Ms. Dalka also
explained that the monies will be used to acquire connectivity to the Police and Fire
Departments; Internet Access; and towards the City's Web page.
There was discussion regarding additional assistance; additional laptop computers; and
aspects involved with replacing the City's financial software system.
The Commission gave direction to speak to Ameriteck Orlando, Inc. about an agreement
to install the financial software system.
FINANCE DEPARTMENT
Mr. Harry Martin, Director, Finance Department, advised that he did not anticipate any
new personnel for the Department.
He discussed the City's telephone lines; vehicles used by Administration and the Utility
Bi)]ing Department; and if the money for the financial software system should come from
the Information Services Department or the Finance Department's Budget.

HUMAN RESOURCES DEPARTMENT
There was discussion about file cabinets for the Human Resources Department; and
aspects regarding the Cody Pay Study.
POLICE DEPARTMENT
Police Chief Daniel 1. Kerr advised the Commission that, other than vehicle repairs and
fuel, the Department's Budget remained the same.
There was discussion regarding vehicle repairs; and details that are worked by off duty
Police Officers, Dispatchers or Civilians.
FIRE DEPARTMENT
Training Officer Bob Beck stated that, other than the costs of criminal histories, few
additions were needed for the Department's Budget.
There was discussion regarding replacement of Medical Transport vehicles; future
Budgets; how the Fire Impact Fee Fund could be used; and Fire Department Unions.
PURCHASING DEPARTMENT
Mr. Martin advised that, under general insurance, the correct amount of premium the City
should be paying for this fiscal year, and the next, is $119,120.00.
Issues that were discussed included: filling the position of Purchasing Director;
decentralizing the Purchasing Department; and department Credit Cards.
UTILITY BILLING DEPARTMENT
The Commission and Mr. Martin discussed upgrading the water meters in the City; the
Department needing to fill a Meter Reader position; difficulties of this position; cross-
training personnel; pay range for this position; and the effects of reading the meters every
other munth.
CITY CLERK'S OFFICE
Ms. Andrea Lorenzo-Luaces, Interim City Clerk, discussed the purpose of Records
Management Monies; electronic records; bringing the meeting minutes up to date; and
destruction of old files.
There was further discussion in reference to purchasing a new fax machine; the outside
Bulletin Board; the possibility of a part time employee assisting with minutes; and the
status of hiring a City Clerk.

Deputy Mayor Cindy Gennell spoke on the Commission's Budget. There was discussion
about the Winter Springs Insider, specifically the costs and posting it on the Internet;
Board Appreciation Dinners; and Promotion Expenses.

The Commission expressed their desire to fix the lights in the Commission Chambers;
and the microphones and related audio problems.
There was brief discussion about contributions from the Commission.
CITY MANAGER
M?.nager McLemore advised the Commission that there are "very little" changes.
There was discussion regarding an assistant to the City Manager; dues and registrations;
monies for legal service being put under the General Government Budget; and the
position of City Attorney.
III. ADJOURNMENT
Deputy Mayor Gennell adjourned the Workshop.
