CALL TO ORDER The Workshop of the City Commission was called to order by Mayor Paul P. Partyka at 8:10 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Note: There was no roll call at this Workshop, as it followed the earlier Workshop that began at 6:00 p.m. II. Community Development Department - Planning Division A. Requests the Commission Hold a Workshop on the Proposed GreeneWay Interchange Zoning District Regulations, as prepared by Mr. Mike Wadley of Marion I. Skilling & Associates, Inc. Mr. Charles Carrington, AICP, Community Development Director, introduced the Agenda Item and discussed Attachment "A" of the Agenda Item Packet, GreeneWay Interchange District Assumptions. He also addressed the property location; high intensity use; and that the property is to be developed as commerciaVresidential and is patterned not only after the City's adopted New Development Regulations, but also the County's Higher Intensity Planned Development Future Land Designation (HIP). Discussion ensued regarding lands that extend past the Greene Way; rezoning procedures for Property Owners; modifying the jurisdictional boundary lines; and the impact that the commercial property could have on adjacent residential areas. All agreed to keep the boundary line of the district west of the GreeneWay. It was also agreed that all adjacent property owners should be notified via certified mail. Mr. Carrington briefly discussed Attachment "e" (District Language as Recommended by the Planning and Zoning Board) and then discussed Attachment "D" (Comparison between the New Development Overlay District and the GreeneWay District). He explained that wetlands may be applied towards open space requirements, and that the City requires an additional fifteen percent (15 )toward open space. Page 2, Section 20- 484. (3) Land Use Mix, was next discussed. The Commission agreed by consensus to make the following change: Section. 20-484. Pennitted Uses, and after discussion, the Commission agreed by consensus to the following: Prohibited Uses a. Check cashing /Pawn shops b. Strip Centers Tape 1/Side B The Commission also agreed by consensus for Hospitals and Nursing Homes to remain under Special Exceptions in commercial areas. Mr. Carrington suggested "more specific" language regarding the first and last line of Division 4, General Design Standards. Discussion ensued whether a height restriction had anything to do with fire protection. Fire Chief Tim Lallathin explained that under the current National Fire Protection Classification, anything over seventy-five (75) feet and greater is considered a high rise structure; and any building that is over one story is required to have fire protection design features built in the structure. He also stated that a ladder truck could be dispatched from another area and that the City has an adequate pumper. Mayor Partyka called a five (5) minute recess. The Meeting was reconvened. It was suggested that the Commission set the height limitation to "somewhere between seventy-three (73) and seventy-five (75) feet to accommodate a suburban office building." Manager McLemore recommended "that we do not go above seventy-five (75) feet, not only because of fire protection, but because it will not be the character of this community." Discussion followed regarding the building heights in various areas of the City; the history of the City's building heights; and the capability of protection by the Fire Department. Tape 2 I Side A The Commission agreed that Section 20-486., Building Height will be written as: "No building shall exceed a maximum of five (5) stories or seventy-five (75) feet in height. For the purpose of these design standards, building height shall be measured from ground level to the highest point of the coping of a flat roof or the mean height level between eaves and ridge for gable, hip or gambrel roofs."
