' / Dept. Authorization REQUEST: Mayor John F. Bush is asking the City Commission to review and consider approving the attached Resolution 2008-21 related to supporting the Florida Commuter Rail Project in Seminole County. PURPOSE: Mayor Bush is asking the City Commission to consider approving Resolution 2008-21 which would support the Florida Commuter Rail Project in Seminole County. CONSIDERATIONS: The attached Resolution is being requested through the Seminole County Regional Chamber of Commerce. RECOMMENDATION: The City Commission is being asked to review Resolution 2008-21 in support of the Florida Commuter Rail Project in Seminole County, and consider possible approval of this Resolution. McLemore COMMISSION ACTION: ATTACHMENT «A~~ RESOLUTION NUMBER 2008-21 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, IN SUPPORT OF THE ADVANCEMENT OF THE CENTRAL FLORIDA COMMUTER RAIL PROJECT; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Central Florida rail project is a critical component of our region's future transportation system; and WHEREAS, Commuter Rail is the first component of a larger, regional transit structure with stakeholders at the County, Regional, State and Federal levels; and WHEREAS, the projected economic impact of Commuter Rail over a 20 year period will result in a projected $2.90 in benefits for every $1.00 invested in statewide rail initiatives and, over a 30 year period, the return on investment increases to more than a projected $3.50; and WHEREAS, the research indicates that rail consumes less fuel and produces fewer emissions per ton-mile than freight trucks; and WHEREAS, we believe that initially it provides an eco-friendly transportation system that will move as many commuters as one lane of I-4 during peak drive times; and WHEREAS, research shows rail shipments cost on average 42% less than truck shipments, thus rail freight is a key component to keeping business and consumer costs down; and WHEREAS, if commuter rail is delayed, over $300 million in Federal funding could be lost with no immediate opportunity to recapture; and WHEREAS, the Florida Department of Transportation has made a commitment to Commuter Rail, as have stakeholders in the Federal Government, Seminole, Orange, Osceola and Volusia Counties and the City of Orlando; and NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA: As a community that values regional issues that impact the Greater Seminole County region's business environment, regional economic growth, and the quality of life in Seminole County and the State of Florida; the CITY OF WINTER SPRINGS recommends support for legislation that will advance the success of the Central Florida Commuter Rail Project.
