restaurant, on what is presently a 1.99 acre site abutting Hacienda Village and the Cumberland
Farms convenience store/gas station site. The site, located at the southwest corner of the SR 434
and Hayes Road intersection, is subject to the SR 434 Redevelopment Overlay Zoning District
regulations. As required by Code, a 6 foot tall masonry wall is proposed between the site and
Hacienda Village. Further, no more than 0.5 foot candle of light maybe spilled onto the
Hacienda Village site.
At its December 10, 2007 meeting, the Commission reviewed the Hayes Road Plaza
aesthetic review submittal and referred the item back to staff to engage the City's
consulting architect to enhance the building's appearance (the minutes are included in
attachment B). The applicant, the City's architectural consultant, staff, and the manager
met on March 6, 2008 to address the Commission's concerns -the renderings were
subsequently modified to reflect the comments. The applicant has added a colonnade,
extending the front of the building, for approximately 761inear feet of the front of the
building and addresses the areas in front of the other storefronts with alternating cloth
awnings and metal canopies. The parapet has been modified in the area where the
colonnade was added and the one "tower" was extended taller. The area below the "water
table" will incorporate an imitation stone. Some of the fagade will incorporate a brick
veneer.
The color renderings depict what the building will look like, both with and without the proposed
landscaping. Spaces are depicted on the building facade for building-mounted multi-tenant
signage, to demonstrate where these signs would be appropriate. Although more than one space
for signage is depicted to show all possible spaces for signage, only one building-mounted sign is
allowed per tenant, at a maximum of 2' tall and a width of up to 70 percent of the linear
storefront that the business occupies. Signage must be consistent in size, materials and
placement. No ground-mounted signage has been proposed for the site.
The submittal requirements for aesthetic review are set forth in Section 9-605 and include the
following: (a) a site plan; (b) elevations illustrating all sides of structures facing public streets or
spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of
height and their associated materials; (d) elevation of proposed exterior permanent signs or other
constructed elements other than habitable space, if any; (e) illustrations of materials, texture, and
colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural
and engineering data as maybe required. The procedures for review and approval are set forth
in Section 9-603.
The City Commission may approve, approve with conditions, or disapprove the application only
after consideration of whether the following criteria have been satisfied:
(1) The plans and specifications of the proposed project indicate that the setting, landscaping,
proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are
coordinated in a harmonious manner relevant to the particular proposal, surrounding area and
cultural character of the community.

The proposed building is to be constructed of concrete block covered primarily with stucco. The
building's varied roofline, water table, and expression line enhance its appearance as do quoins at
the corners. The addition of the imitation stone and brick veneer, in combination with the
colonnade and alternating awnings and canopies are further embellishments. This style and color
combination should be a welcome addition to this area.
(2) The plans for the proposed project are in harmony with any future development which has
been formally approved by the City within the surrounding area.
The proposed project is in harmony with the Miller School Supply site and Bruster's. No other
more recent site plans have been submitted in this area.
(3) The plans for the proposed project are not excessively similar or dissimilar to any other
building, structure or sign which is either fully constructed, permitted but not fully constructed,
or included on the same permit application, and facing upon the same or intersecting street within
five hundred (500) feet of the proposed site, with respect to one or more of the following features
of exterior design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street, including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roof line,
hardscape improvements, and height or design elements.
The proposed building is tastefully designed and does not appear excessively similar or dissimilar
to the other structures in the immediate area.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the
established character of other buildings, structures or signs in the surrounding area with respect
to architectural specifications and design features deemed significant based upon commonly
accepted architectural principles of the local community.
The proposed building has a contextually appropriate architectural style and includes design
features and detailing that accentuate the building and enhance the established character of the
existing structures in the area.
(5) The proposed project is consistent and compatible with the intent and purpose of this Article,
the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne
Center guidelines, SR 434 design specifications) and other applicable federal state or local laws.
The Hayes Road Plaza aesthetic package meets the requirements of the City's design criteria as
specified in the Code and incorporates the comments of the Commission, the City's consultant,
and the City Manager.
(6) The proposed project has incorporated significant architectural enhancements such as
concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns
and piers, porches, arches, fountains, planting areas, display windows, and other distinctive
design detailing and promoting the character of the community.
The project is attractive and will be an asset to the community, given the architectural

enhancements already mentioned.
FINDINGS:
^ The proposed project is consistent and compatible with the SR 434 design specifications.
^ The new building will utilize colors and materials that complement the adjacent neighborhood.
^ The applicant met with staff, the City's architectural consultant, staff, and the City Manager and
revised the plans to address Commission concerns.
STAFF RECOMMENDATION:
Staff believes the applicant's revised Aesthetic Review submittal (1) follows the direction from the
Commission, the City's consultant, and the City Manager and (2) is in compliance and therefore
recommends approval of the Aesthetic Review package.

Discussion.
Commissioner Robert S. Miller stated, "I would like to suggest that this item be referred
to our City's Architect maybe for review to see how it fits in with the area. The way it is
presented causes me some concerns." Commissioner Miller further noted, "The face of
the building fronting [State Road] 434 is a long low-lying building with very little
definition."
Continuing, Commissioner Miller then said, "In my opinion, this building needs to be
rehashed somehow." Additionally, Commissioner Miller pointed out, "I am not saying
that it is not attractive the way it is, it is just that the building is very long, very low, and
has very little definition in terms of height."
With further comments, Commissioner Miller stated, "I would really like to see some
height maybe put into it."
Manager McLemore stated, "1 think I understand what the issue is and if you want to give
it back to us, we'll sit down with the Architect and see if we can come up with some
suggestions."
Commissioner Krebs remarked, "I do agree with Commissioner Miller and actually what
I wrote down was it really lacks, this is my opinion, interest. It really has not a lot of
dimension to it."
