REQUEST: Public Works Department requesting City Commission approval of a work
plan to evaluate a potential traffic problem on Silver Creek Drive
PURPOSE: The purpose of this agenda item is to request City Commission approval of a work
plan to evaluate a potential traffic problem on Silver Creek Drive
CONSIDERATIONS:
• Silver Creek Drive is an east-west local residential street between Hayes Road and Holiday
Lane in the North Orlando Ranches subdivision. The street has a posted speed limit of 20
mph and a total of 43 abutting single-family residential lots. Staff was recently contacted
by a resident on Silver Creek Drive requesting action to be taken by the City to address a
speeding problem on this street. The resident requested additional monitoring by the Police
Department and the installation of traffic calming devices.
• Staff recommends evaluating this problem as a pilot project under a draft "Neighborhood
Traffic Management Process," or NTMP. The NTMP provides a process for the City to
work with residents to evaluate and address potential traffic management problems.
Exhibit A shows the NTMP flow chart. This process was modeled after a similar process
currently in use in Collier County. This particular process was selected because it offers
the following:
o Establishes minimum thresholds for initiation of a traffic calming study
o Establishes minimum street and traffic requirements to qualify for traffic calming
o Initiates Enforcement and Educational programs prior to traffic calming projects
o Involves neighborhood members directly in the process

o Traffic calming projects are required to have the support of at least 60% of the
abutting residents
o City Commission approvals required at the initial work plan stage and at the final
design stage (if applicable)
• For Silver Creek Drive, a petition has been received with signatures from 22 of the 38
abutting households (58%) between Hayes Road and Shore Road. Since only 10% of the
households are required to initiate a traffic study under the draft Neighborhood Traffic
Management Process, Staff recommends proceeding with the traffic study.
• The petition from the Silver Creek Drive residents specifically requested the installation of
speed humps at two locations. Staff recommends evaluating specific traffic calming
strategies after the traffic study has been completed.
• The traffic calming study would be performed by Staff and would generally consist of the
following activities:
o Collection of traffic volume and intersection turning movement data during the
AM and PM peak hours, plus at other times when the problem is perceived to be
most severe
o Collection of speed data at various locations and times, utilizing a radar gun, in
order to determine the 85th percentile speeds
o Field evaluation of existing street and traffic conditions
o Collection of input from abutting residents
o Based on the data collected, identification of possible and recommended strategies
to address the problem
• The recommended work plan for Silver Creek Drive is as shown in the attached flow
chart and generally consists of the following steps, assuming the process carries through
to construction of traffic calming:
1. City Commission approval of Work Plan
2. Staff Performs Traffic Calming Study
3. Educational and Enforcement Programs Initiated
4. Traffic calming concept developed by City and Neighborhood Traffic Team
5. Traffic calming concept approved by 60% of abutting residents
6. City Commission approval to proceed with final design
7. Final design
8. City Commission approval of final engineering
9. Construction
10. Post-construction Monitoring

FUNDING:
No funding is requested at this time. The traffic study will be performed using City Staff. City
funding would be required at the final design and construction stages and would be brought to
the Commission for approval if the process reaches these stages.
RECOMMENDATION:
Staff recommends the Commission's approval to proceed with the work plan as
outlined herein to evaluate the potential traffic problem on Silver Creek Drive.

Dear Mr. Fields:
Thank you for your advised and email to Michelle. I have been talking to most of the residents in our
street and as you see by the amount of signatures that I have collected, everyone is very much fed up
with the increasing traffic with speed more than 20 miles and hour that are making our street a danger one
for aH of us.
Michelle and I and few other residents of our street are fully committed to see that our street is safe again,
not only for us residents, but also for all the critters -cats, dogs, squirrels, armadillos, raccoons, turtles,
bonnie rabbit (:(too late for Wacky Rabbit) that walk our street during the day and night. You have no
idea the trauma- that we all- have suffered over the kilNng of our rabbit) This is just a pet, can you imagine
what would feel like if it is a person hurt or killed? I pray that does not happen EVER!
I have been in close contact with the police department, and they are fully aware of the problem. We have
now a case number that you- may want to refer to. Number - 2008AP000562.
Captain Deisler is aware of the problem and I have sent him an email with the time and days when the

Please advice is there is anything else that we need to do in order to get this project accomplish as soon
as possible.

We, the citizens of Silver Creek Drive, petition the city of Winter Springs to install two sets of speed
humps (see description/photo Addendum A) on our street, between 623 and 624 Silver Creek Drive,
and where Tides Road meets Silver Creek. Drivers regularly speed through while children walk and bike
back and forth to/from school, and pets and wildlife cross. The properties have blind driveways, and aze
dense with natural trees, shrubs and scrub, which make children, animals and other pedestrians difficult to
see until it's too late.
