The vision should be developed through a collaborative planning process with meaningful public participation and shall be adopted by the governing body of the jurisdiction. . ." R. 434 Corridor Design Standards Dear John: On behalf of the S. R. 434 Property Owners Task Force, please find enclosed twelve (12) copies of the proposed design standards for the S. R. 434 corridor for your use. We humbly request that these proposed design standards be reviewed, processed and adopted (through the appropriate City processes) in as timely a fashion as possible. Many of us are poised on the threshold of development along the corridor (in conjunction with the FDOT widening) and anxious to have standardized criteria to follow in order to ensure the corridor through the City of \Vinter Springs develops uniformly. We request that the SR 434 Corridor Design Standards "stand alone", that is they be processed and administered independent of any current or future land development codes adopted by the City so as not to delay adoption or implementation of the design standards. It has been a pleasure working with the City and the members of the property owners task force on these design guidelines. Please give me a call if I can be of further assistance. Donald W. McIntosh, Jr. mentioned in his cover letter, dated August 1, 1995, that they "request that the S. R. 434 Corridor Design Standards "stand alone", that is they be processed and administered independent of any current or future land development codes adopted by the City so as not to delay adoption or implementation of the design standards." I note that 163.3202 (3) Florida Statutes indicates that "These and all other such regulations shall be combined and compiled into a single land development code for the jurisdiction." McIntosh has some very good ideas in their overall proposal. In the section "S.R. 434 Corridor Overlay Design Standards A. Creation" they state: "In addition to, and supplemental to, all Land Development Code r~quirements heretofore and hereafter established, there is hereby created an overlay area classification known as "S.R. 434 Corridor Overlay Design Standards." They are proposing an overlay zoning district. The definition of an Overlay Zone: A zoning district that encompasses one or more underlying zones and that imposes addi tional requirements above that required by the underlying zone. An overlay zone applies a common set of regulations and standards to a specific area that may cross several preexisting conventional zoning districts. Development within the overlay zone must conform to the requirements of both the overlay and underlying zoning districts(s) or the more restrictive of the two. [from Planninq Implementation Tools and Techniques - A Resource Book for Local Governments bv Forster Ndubisi: Institute of Community and Area Development, University of Georgia] The S.R. 434 Corridor Overlay Design Standards as an overlay zoning district clearly relates to the various zoning districts along S.R. 434 and to the other zoning regulations involving signage, parking, setbacks, landscaping, etc. In the section "S.R. 434 Corridor Overlay Design Standards A. Creation" he alludes to the relationship by saying "In addition to, and supplemental to, all Land Development Code requirements heretofore and hereafter established.. .. In view of the above, it seems to me that McIntosh's proposal should become an integral part of the City's Land Development Regulations. Henigar & Ray, Inc. (H&R) would propose a six-part effort to establish an appropriate plan, design, and regulatory changes for the S.R. 434 Corridor. 1. One day Visioning Seminar - H&R will moderate/facilitate a one-day (12 hours including lunch and dinner breaks) visioning process that will attempt to establish a consensus of opinion on the issues and solutions to development and re- development in the S.R. 434 Corridor. (Planning area will be no greater than one block or 200 feet on either side of the S.R. 434 right-of-way.) . . . . . . .. $4,700.00 ! 2. Redevelopment Plan Schematic Map - H&R will prepare a schematic map of the corridor area. The map will provide guidance for landscape/streetscape design, parking location, and pedestrian circulation, as well as potential development patterns and uses based on the visionary session . . . . . . . . . . . . . . . . . . $4,350.00 3. Streetscape Guidelines - Based on the visioning session, H&R will prepare streetscape guidelines in a document format for guidance to both public and private development in the area . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $3,800.00 4. John Govoruhk, City Manager City of \Vinter Springs February 15, 1995 Page 2 The City will provide the space, send out the invitations, and sponsor the visioning session as well as all the necessary base maps and existing regulatory information. The above tasks are a minimal but comprehensive program that should bring about satisfactory and implementable results. The City need not select all the tasks suggested above. For instance, the City could prepare all the necessary DCA submission documentation. Attached is an optimum schedule, it indicates that Berryman & Henigar can complete within eight (8) weeks, the remaining tasks in the visioning process. This of course assumes that authorizations from the City occur at the points indicated and that the review by the City either the staff or the City Commission occurs within ~he approprjate time frames. This schedule/as noted)begins on June 29. I would suggest that this is a very optimal schedule and that slippage will probable occur especially in the area between the draft of these various tasks and the preparation of the final product as the city debates and considers the draft proposals. However, B&H can and will perform their part of the provision of service in a timely manner as indicated on the schedule. If you have any questions, please do not hesitate to give me a call. Comprehensive Plan Amendment LEGEND * Review by City + Authorization to Proceed " ' August 18, 1995 To: John Govoruhk, City Manager Thru: John Ketteringham, General Services Director From: Don LeBlanc, Land Management Specialis Re: SR 434 Corridor Design Standards I have reviewed the above referenced and find it to be an acceptable document, contingent on City Commission approval. 1 offer the following comments: 1) Section 1, Driveways and Parking Areas, Item 4 - the regular parking areas should be two hundred (200) square feet (10' X 20'), completely paved. 2) Final Section, SR 434 Right-of-Way Corridor Standard - remove from the manual as this section assigns the entire cost of installation and maintenance to the City of Winter Springs. The developers should bear all costs associated with this section. cc: Community Development Coordinator
