REQUEST: The Parks and Recreation Department wishes to inform the City Commission
regarding its involvement with Winter Springs Elementary School and the
Field of Dreams.
PURPOSE: The purpose of this item is to clarify the involvement of Parks and Recreation
with the Winter Springs Elementary School Field of Dreams.
CONSIDERATIONS:
• Parks and Recreation staff was contacted in December 2007 by Winter Springs
Elementary School coach Jeff Westhelle regarding construction of a Field of Dreams at
Winter Springs Elementary School. The Field of Dreams program constructs fields
which are designed for all children, including the handicapped.
• Staff provided helpful information to him to construct this field.
• Winter Springs Elementary School has purchased the grading, sod and installation and
will do all maintenance of the field.
• Winter Springs Babe Ruth program is purchasing the clay and will be allowed to use the
field as a practice field after school.
• No city funds have been expended on this school project.
• However, the recreation program agreement with the Babe Ruth organization allows for
the expenditure of city funds for field maintenance on facilities not owned or maintained
from the Athletic Partnership budget which receives revenues from the leagues and is
revenue neutral.
• The field is scheduled to be completed and in use by the school and Winter Springs Babe
Ruth by the end of March 2008.
FUNDING:
No city funds are required for this project.

Chuck,
Coach Jeff Westhelle has taken the lead role in renovating the practice fields at WS
Elementary. WS Elementary has paid for the grading, sod and installation of sod. Alan
Greene and Myself have helped with vendors lists, contacts, and a game plan of what to
do, when to do it and how to do it along with securing some funding for clay and the
rental of some equipment at the proper time to finish things up. The field will be
finished within a month or so and used by our WS Babe Ruth Baseball program in the
evenings for practice.

Good evening, Mr. Pula!
I understand that you have been influential in constructing the field of dreams at Winter
Springs Elementary! My fifth grade students are thrilled to see the improvements and
cannot wait to dig their heels into the new grassy field! The prospect of playing ball in
an area free of "stickers" and sand is very exciting to them!
We have every intention of writing letters to you as a class, however with FLAT quickly
approaching, our time is scarce!
Thank you, again, for making a difference in the lives of the students at Winter Springs
Elementary. You have touched the future through your kindness!
