REQUEST: The Parks and Recreation Department would like to inform the City
Commission of the improvements attempted and completed at the Winter
Springs Civic Center.
PURPOSE: The purpose of this item is to inform the City Commission regarding
improvements to the Winter Springs Civic Center.
CONSIDERATIONS:
• At the January 28, 2008 City Commission meeting, Commissioner Sally McGinnis asked
regarding improvements to the Civic Center.
• In 2007, renovations were done to the women's and men's restrooms including,
replacement of partitions; replacement of men's and women's toilets with ADA approved
ones; sinks and basins in Men's and Women's restrooms replaced; decorative lighting
added to the Women's restroom; Men's and Women's restrooms repainted; and
replacement of Men's and Women's restrooms entry doors. Asphalt was added to the
parking lot to drain standing water. Three windows were replaced with insulated
hurricane rated glass.
• In 2006, Civic Center interior and exterior lighting was improved. Also, the old/leaking
gas stove was removed and replaced with an electric stove.
• In 2005, the floor of the Civic Center was removed and replaced along with a wood dance
floor. The exterior of the building was painted.
• In 2004, the interior of the Civic Center was painted. New landscaping was added on all
sides of the Civic Center. Additional ADA entrance door was added.
• In 2003, the carpet was replaced in the Civic Center office. A sound system was installed
in the Civic Center.

• In 2003 and 2004, staff applied for a CDBG Grant to renovate the Civic Center, both
were not funded.
FUNDING:
Funding for all projects came from Civic Center repair and maintenance accounts except the
automatic ADA entrance doors (CDBG Grant) and the three insulated hurricane rated glass
windows (Hurricane Grant).
RECOMMENDATIONS:
Informational Only.

Outline Specifications
Overview
This project was developed out of a growing need to provide classroom and meeting space for various
community activities at Sunshine Park. In particular the need for space, which is accessible for the disabled
and user friendly, for the City's low and moderate income citizens.
Originally the City's intent was to renovate the existing "Civic Center" building by providing ADA
accessibility, easier access, and use by the neighborhood. However, to make the necessary improvements,
the construction cost exceeded $200,00.
Upon further inspection of the existing facility, a more detailed analysis of its condition, additional
construction costs were identified to make necessary structural repairs to the roof, accessibility renovations
to the restrooms, and to upgrade the overall non-compliant, electrical system.
With these growing renovation costs, coupled with the potential unknown costs associated with renovation
work, and the need for more space than the existing 3,000 square foot contained, it became clear that any
money spent to improve the existing building would be far better applied to a new facility.
Therefore this grant application is for demolition and replacement of and existing 40+ year old structure
that does not meet the current building code, with a new building containing approximately 1,000
additional square feet ofmulti-purpose community classroom and meeting space.
A. Civil
1. Clearing and site preparation shall be done in accordance with the recommendation of the
geotechnical engineer.
2. We assume that water capacity is available on site and the new buildings will be connected to on
site distribution with pvc pipe for potable water and the service size will be limited to this
building's requirements.
3. We assume that sewer capacity is available on site and the new buildings will be connected to on
site distribution with pvc pipe and the service size will be limited to this building's requirements.
4. We assume that irrigation water capacity is available on site and the new buildings will be
connected to on site distribution with pvc pipe and the service size will be limited to this
building's requirements.
5. Stormwater retention system shall be installed per the St. Johns River Water Management
District's and the City of Winter Springs design standards, and the retention area will be sized for
this projects requirements only.
6. Landscaping, signage, and site lighting shall be provided in the immediate area of the buildings
per City of Winter Springs standards.
7. Concrete walks shall be 4" 3000 psi concrete on 12" compacted base.
8. Power supply will be coordinate with FP&L and sized for this building's requirements only.
9. Paving will be normal wear 1"asphalt in light traffic roads and parking area.
B. Architectural
1. The structural shell shall consist of concrete slab on grade, concrete running foundation, concrete
block exterior bearing wall, and pre-engineered wood roof truss framing.
2. Exterior walls for the restroom shall be a combination of brick veneer, and stucco finish over cmu,
with interior surface being ceramic tile.
3. Roofing shall be standing seam metal roof to match the existing building(s) on exterior cdx
plywood roof deck with 9" foil faced batt insulation.
4. Exterior doors shall be insulated hollow metal doors and frames.
5. Interior doors shall be stain grade flush solid core wood doors in hollow metal frames.
6. Floor finishes shall be vinyl file in storage rooms, lobby areas, and corridors, with non slip
ceramic file in bathrooms areas. The multi-purpose room in the civic center shall be athletic
synthetic flooring and the kitchen shall have grease resistant quarry tile.
7. Ceilings shall be 2 x 2 lay-in acoustical file in all areas, except for the restrooms, which will be a
suspended plaster on metal lath ceiling system with an epoxy paint finish.
8. Built in cabinetry shall be custom design, plastic laminate over plywood base construction, and is
limited to counters as shown on drawings.
9. All door hardware shall comply with the Standard Building Code as well as with Florida's
accessibility code.
C. Mechanical
1. Plumbing fixtures shall be vitreous china with water closets and urinals being flush and lavs being
wall hung.
2. Plumbing piping shall be copper supply, and PVC sanitary.
3. HVAC shall be a ducted supply and return split "dx" units.
D. Electrical
1. Light fixtures for the most part in all office and work areas shall be recessed lay-in fluorescent
fixtures with "p" lamp fluorescent lighting in storage and mechanical areas. The open public and
staff work areas will use indirect fluorescent tube fixtures for better overall illumination.
2. Emergency and exit sign lighting with integral battery packs will be provided for all means of
egress.
3. Fire alarm, voice, and data will be provided.
4. Exterior lighting will be provided on the building and in the covered canopy for minimum-security
level lighting

I brought this matter up at the last Board of County Commissioners meeting and we too
share the disappointment in the funding not qualifying. Unfortunately, the proposed
activity did not meet the criteria for aloes/moderate clientele presumed benefit for
senior citizens as required in order to qualify as meeting a CDBG national objective.
Please be assured that the City's grant application was well written and that it clearly
stated the purpose of the City's request for CDBG funding.
As discussed with City staff by County staff, if the City would like to construct a mixed
use civic center, perhaps other funding sources such as potential State grants might be
available for this purpose.
We are pleased that the County and the City once again partnered to fund a $i29,oo0
CDBG project amount for ADA improvements to facilitate usage by the disabled at the
City's existing Senior Citizen Center and the Civic Center buildings.
County staff will be providing a workshop prior to the next grant cycle for all potential
funding applicants for 2004-2005 in order to assist them in the preparation of their
funding applications. I encourage you to attend that workshop if you plan on applying
for CDBG funds.
