REQUEST: Community Development Department/Customer Service Division are updating
the City Commission on the expired building permits status.
PURPOSE: This agenda item is to inform the Commission that notification letters of
expired permits are now being sent on a weekly basis via the city's KIVA database system
advising applicants that their permits have expired (over 180 days without a passed building
inspection).
CHRONOLOGY: In January of 2008, the Customer Service Department began mailing
delinquent permit letters on a weekly basis. These letters advise the permit applicant that their
permit has expired and details what steps need to be taken to reinstate or cancel the permit.
In 2002, the city created a position in the Customer Service Division to address a growing
number of delinquent permits. The presence of these permits represented unresolved
construction issues and uncollected building re-inspection fees. Workload over the past
several years has delayed large-scale action on these permits. Refinements to the KIVA have
automated much of the expired permit process. As of March 1, 2008, all existing delinquent
permits have been resolved. City staff is now in maintenance mode addressing any new
delinquent permits within one (1) week from the date of delinquency. Continued staff effort,
in conjunction with the Information Systems Department, implemented these new procedures
into the KIVA system with impressive results. This result represents the achievement of one of
the major milestones in the implementation of the KIVA system.
