REQUEST: Public Works Department Requesting Authorization to Enter in a Contractual
Agreement for the installation of roadway underdrains on Winter Springs
Boulevard.
PURPOSE: The purpose of this Board item is to request authorization to enter into a contractual
agreement with, Blue Ox Land Services for the installation of roadway underdrains on
Winter Springs Boulevard, at a cost of $47,532 plus a 10% contingency.
CONSIDERATIONS:
This project by the Public Works Department is essential to the preservation of the
roadway base that due to high groundwater has compromised the roadway base on portions of
Winter Springs Boulevard. This work needs to be completed to proceed with the paving portion
of Winter Springs Boulevard.
The portion of road from Tuscora Drive to the Lake Howell Creek bridge has significant
base failure. It was recommended during the engineering phase of the Winter Springs Boulevard
Resurfacing/Reconstruction Project to install underdrains. There are existing underdrains but
due to age and damage from the installation of street lighting they are no longer viable.
The Public Works Department has solicited for quotations for the underdrain work with
three contractors, Blue Ox Land Services Inc. ($47,532), Stage Door II, Inc. ($46,610) and
Schuller Contractors ($331,000). Public Works has used all three contractors for various
infrastructure projects in the city. Shuller Contractors current contract with Orange County is
based on minimal lengths therefore their lineal unit price is substantially higher than those of
Blue Ox and Stage Door. Public Works contracted with Stage Door II for underdrain

installation in FY 06/07 on various streets and there were coordination and damage issues
during the course of construction.
FUNDING:
This project is budgeted as part of the Winter Springs Boulevard reconstruction in the
current fiscal year from the One Cent Tax -Road Improvements Program, line code 115-65000,
Project 30020, ($1,500,000). The anticipated cost for under drains is $47,532 and payable from
the funds listed above. Funds will be expended over the next 90 days.
RECOMMENDATION:
It is recommended that the City Commission approve authorization to enter into
a contractual agreement with Blue Ox Land Services for the installation of underdrains
on Winter Springs Boulevard at a cost of $47,532 plus a 10% contingency payable from
11-65000-30020.
IMPLEMENTATION SCHEDULE:
The scope of work will be completed within 90 days of approval.
