HomeMy WebLinkAbout1995 11 28 City Commission Special Minutes SPECIAL MEETING CITY COMMISSION NOVEMBER 28, 1995 The Special Meeting ofthe City Commission was called to order at 1 :30 p.m. by Mayor John F. Bush ROLL CALL: Mayor John F. Bush, present Deputy Mayor John Langellotti, present City Manager John Govoruhk, present COMMISSIONERS: Larry Conniff, present John Ferring, present Cindy Gennell, present David McLeod, present Mayor Bush stated that the format is that we (commission) will interview the applicants in alphabetical order, each will be given thirty minutes. Mayor Bush said the first candidate is Ron McLemore. Mr. Ron McLemore gave the Commission a background about himself. There was a question and answer period between the Mayor, Commission and Mr. McLemore. Phil Kulbes, Ms. Gladys Zahand and Ms. Sally McGinnis asked questions to Mr. McLemore. Mayor Bush introduced the second candidate Mr. Gerald Splinter. Mr. Splinter gave the Commission a background about himself. There was a question and answer period between the Mayor, Commission and Mr. Splinter. Ms. Gladys Zahand, Ms. Sally McGinnis and Mr. George Seely asked questions to Mr. Splinter. Mayor Bush introduced the third candidate Mr. Fred Nutt. Mr. Nutt gave the Commission a background about himself. There was a question and answer period between the Mayor, Commission and Mr. Nutt. Ms. Gladys Zahand and Ms. Sally McGinnis asked questions to Mr. Nutt. The interview process was adjourned and the Commission discussed the interviews. Manager Govoruhk discussed with the Mayor and Commission some of the concerns that the candidates had discussed with him. Discussion ensued regarding the group interviews. Special Meeting City Commission November 28, 1995 95-96-05 Page 2 There was discussion amongst the Commission as to the length of the contract for the new City Manager. Commissioner Ferring stated that he has done background checks on the three candidates and told the Commission what he found out in his background checks. Discussion. Mayor Bush asked if the Commission was ready to make a decision. Commissioner Conniff stated subject to the background investigation. Motion was made by Commissioner Conniff that subject to the background investigation, he makes a recommendation that the City hire Ronald W. McLemore as the new City Manager. Seconded by Commissioner Langellotti. Discussion. Vote: Commissioner Conniff: aye; Commissioner Ferring: aye; Commissioner Langellotti: aye; Commissioner McLeod: aye. Motion passes. Mayor Bush said that he feels that at this point the Commission asks Manager Govoruhk to proceed post haste with getting negotiations going with Mr. McLemore on the contract. Motion was made by Commissioner Conniff to have Manager Govoruhk take immediate action to negotiate with Mr. McLemore. Seconded by Commissioner Langellotti. Discussion. Vote: Commissioner Ferring: aye; Commissioner Langellotti: aye; Commissioner Gennell: aye; Commissioner McLeod: aye; Commissioner Conniff: aye. Motion passes. Discussion on the length of the City Manager's contract. It was determined that there will be a three year contract with an escape clause of90 days and six month severance pay. Discussion on moving expense. It was determined that the City would pay up to $2,000 for moving expenses maximum. Discussion on salary for the new City Manger. Motion was made by Commissioner F erring that the new City Manager be brought in at the present salary structure that the present City Manager has now with annual evaluations for increases and that starting salary would be $69,000; plus the auto, pension, and normal benefits. Seconded by Commissioner Conniff Discussion. Vote: Commissioner Langellotti: aye; Commissioner Gennell: aye; Commissioner McLeod: aye; Commissioner Conniff: aye; Commissioner Ferring. Motion passes. Manager Govoruhk went over what was discussed as follows: a three year contract with a six month severance pay; Commissioner McLeod said if the new Manager was let go during the last four months of his contract then the severance pay would be for four months. Manager Govoruhk then stated that there would be a maximum of $2,000 for moving expenses and the current offer of salary of $69,000 plus vacation, sick time, pension, auto, etc. Discussion on a starting date for the new City Manager.
