REQUEST: The Community Development Department -Planning Division, City Engineer, and Chief of Police wish to provide the City Commission information on preliminary bus stop locations and bus shelters, and request the Commission adopt a proposed bus stop location plan. PURPOSE: To enable a discussion with the City Commission on criteria for bus stop locations and options for bus shelters. APPLICABLE LAW AND PUBLIC POLICY: Florida Statutes and Florida Administrative Code. Winter Springs Comprehensive Plan, especially Transportation Element, Objective 1. S & 1.6 and policies included therein. Winter Springs Code of Ordinances Sec. 12-27 (4) b. Regarding the duty and power of chief of police relative to establishing bus stops. Sec. 12-68. Use of bus, taxi stands. Sec. 16-57. Prohibited signs. (6) Bus stop shelter signs; BACKGROUND: Staff has been meeting with LYNX to discuss the new SR 434 Crosstown bus route, scheduled to begin service in December 2008. The SR 434 Crosstown bus route will operate between the Oviedo Marketplace and LYNX's existing Rosemont Superstop at US 441 and will connect Winter Springs with the future Commuter Rail line in Longwood projected to begin service in 2010. The route is considered to be a "demonstration route" for the first two years of service with funding for this period provided by FDOT and Seminole County. In the next few months, LYNX will complete final route planning and will determine the exact location of bus stops. LYNX has encouraged input from the City. City Staff has been proactive in discussing both internally and with LYNX, possible bus stop and shelter locations as well as shelter options. Within the City of Winter Springs, the S.R. 434 Crosstown route runs north-south along Tuskawilla Road from the City limits to S.R. 434, and east-west along S.R. 434 from Tuskawilla Road to US 17-92. The length of the S.R. 434 Crosstown within the City is approximately six miles. February 25, 2008 Commission Regular Agenda Item 604 Staff reviewed the LYNX criteria for bus stop locations (see below) and identified a total of 22 proposed bus stop locations along the S.R. 434 Crosstown route within the City (see attached map). Initially, these 22 bus stops would consist of standard bus stop poles installed by LYNX. Of the 22 bus stops, staff identified 6 primary locations and 16 secondary locations. The primary bus stop locations are the preferred locations for bus shelters and would be given higher funding priority for bus shelters and other bus stop enhancements. LYNX buses will stop at designated bus stops only when there are passengers waiting at a bus stop or when riders request to get off the bus. This minimizes bus stopping frequency and the potential negative impacts to traffic flows. LYNX's local project manager, Jeff Reine, has reviewed and expressed support for the City's proposed bus stop plan. The proposed bus stop locations should be considered approximate at this time and would need to be refined based on site-specific reviews performed by LYNX. Based on LYNX's recommended bus stop spacing, it is likely that additional bus stops can be added based on rider demand and/or future development. CRITERIA FOR NEW BUS STOP SITING: ^ Proximity to Major Trip Generators (such as schools, shopping, 55+ communities, etc.); ^ Spacing Between Stops- 1/4 mile is considered the maximum distance people will walk; ^ Traffic Safety; ^ Pedestrian Safety and Access (such as security, proximity to pedestrian crosswalks and curb cuts/ramps and adequate space available for waiting passengers); ^ Availability of Adequate Right-of--Way Space- Ensure that the stop meets the ADA accessibility standards and that enough space is provided for waiting passengers; and ^ Operational Effectiveness (such as proximity to cross streets, bus turning requirements, and ability to re-enter the travel lane and proximity of stop for the same route in the opposite direction). BUS SHELTER OPTIONS: Who is funding the bus shelter? The funding source influences the location, timing of installation, maintenance, and style options whether customized or the LYNX prototype: Three Options for Bus Shelter Funding (Bus Stop Site Amenities include sign, concrete pad, bench, trash container, bus shelter and connectivity to the sidewalk network): 1) LYNX provides funding (approximately $22,175 with installation cost and site amenities fora 10' x 10' shelter): o Location- Determined primarily by LYNX, justified by daily ridership levels (gleaned after one or two years of trial service), coordinated with the City; o Timing- Generally after two-year "trial" period or if not, route funding past the "trial" period must be secure; o LYNX Prototype Shelter (available in 6' x 9' or 10' x 10', see Attachment B); available in standard or alternative color scheme; ability to add City logo or emblem (at an additional cost reimbursed by the City); 2) Developer or City provides funding: o Location- Determined primarily by the City, coordinated with LYNX; o Timing- Flexible; o Maybe Customized or LYNX Prototype; Must meet 130 mph wind load; have solar lighting source providing two foot-candles of light; and not exceed 10' in height. 3) Signal Outdoor Advertising provides funding: o Location- Signal coordinates with LYNX; -2- February 25, 2008 Commission Regular Agenda Item 604 3) Signal Outdoor Advertising provides funding: o Location- Signal coordinates with LYNX; o Timing- Signal coordinates with LYNX; o Standard Advertising Shelter (see Attachment B) has three sides and a roof with advertising. Our code currently prohibits bus stop shelter advertising [Sec. 16-57 (6)]; STAFF RECOMMENDATION: Staff requests the City Commission adopt the proposed bus stop location plan as illustrated and provide any additional direction related to bus shelters that the Commission may wish to give.
