HomeMy WebLinkAbout_1997 01 06 City Commission Workshop Minutes WORKSHOP MINUTES CITY COMMISSION JANUARY 6,1997 The City Commission workshop was called to order by Mayor Paul P. Partyka at 7:00 p.m. ROLLCALL: Mayor Paul P. Partyka, present Deputy Mayor David McLeod, present City Manager Ronald W. McLemore, present COMMISSIONERS: Larry Conniff, present Michael Blake, present John Langellotti, present Cindy Gennell, present Community Development A. Reql\est Commission review with Staff and Consultant, the draft Design Guidelines for the "Town Center" and the "New Development Area" ofthe State Road 434 Corridor Visioning Project: Mayor Partyka stated that the City's consultant, Mike Wadley, is present and will give a presentation along with the City's Staff representative, Tom Grimms, Community Development Coordinator. Mayor Partyka also mentioned that Commissioner McLeod will give a presentation. Mr. Wadley stated that he has slides and handouts for the Commission and the public. Commissioner McLeod stated that he has heard what the Commission wants and doesn't want and said he has taken pictures to show. Commissioner McLeod gave the Mayor, Commission, the City Manager and Mr. Grimms photos and showed slides (same as pictures). Commissioner McLeod said that the slides (pictures) point out is some of the things such as signage, stoplights and power lines that he thinks the Commission has agreed is not acceptable for the corridor. Commissioner McLeod also showed slides that maybe acceptable to the Mayor and Commission. Mr. Wadley gave his presentation and also showed slides of Lake Mary Boulevard and the Village of Lady Lake showing their Town Center and said what they did was create an Old Time Town Square. Mr. Wadley showed illustrations of a "Town Center" site plan. Discussion on parking lots, setbacks and signage. Dumpsters will be required to be screened. Manager McLemore said what he is seeing is a "dressed-up" strip mall and then stated that what has come in in recent years is more of a design change toward the traditional old town center/traditional village concept. Discussion. Mr. Wadley reviewed with the Commission and audience the boundary of the "Town Center" Commissioner McLeod asked about the setbacks on Tuskawilla Road and S.R 434. Mr. Wadley said that is not defined as yet, but both sides of the road will be the same. Commissioner Langellotti asked about the "Tuscawilla By-Pass". Mr. Grimms stated that it is proposed to "do away with it". Mr. Grimms said that Conklin, Porter & Holmes, has been contracted to update the traffic circulation element, to determine whether we should do away with that, as well as with the Winter Springs Loop. Mr. Grimms pointed out where the Tuscawilla By-Pass and the Winter Springs Loop would be. Discussion. Commissioner Blake mentioned that it appears that the Town Center and New Development Area are virtually the same. Mr. Grimms stated that landscaping/street scaping will be used to set off and identify the Town Center; the other thing that will make the Town Center different is in density, we would encourage higher density in that area to create the sense of "hub". Discussion. Mayor Partyka called a recess at 8:15 p.m. Mayor Partyka reconvened the meeting at 8:22 p.m. Mr. Wadley went over the issues that were brought up at the last workshop. First set of issues are from the Town Center: 1) Expand boundaries of Town Center to include intersection Tuskawilla Road and S.R 434 - Revised boundary presented. Commission - ok. 2) Building setbacks from S.R 434 - 15' vs. 50' - consensus of Commission that 50' is consistent with the adopted vision of the 434 corridor having a "green image". Discussion - Mr. Wadley will come back with different proposals for set backs on 434 - at least 50'. 3) Parking permitted between buildings and S.R 434 RO.W. - Commission - ok. 4) Width of sidewalks - 5' vs 6'. Discussion - consensus that the minimum width of the sidewalks will be 5'. New Development Area - 1) Billboards - discussion - this was tabled, the City Manager and City Attorney will resolve this issue within the next 60 days. Other Directions/Notes: 1) Combine all Stormwater Retention requirements into one section - Commission - ok. 2) Include Tree List - provided, Commission - ok. Commissioner Gennell said it would be nice to make more use of berms. Commissioner Gennell also stated that she found it objectionable to have the brick walls so close to the sidewalk if it is not necessary and stated that she would rather not see a commercial business with a wall. Mr. Wadley said basically you want something three foot high that knocks down the visibility and you can do that with the combination of a berm and hedge or a low wall that is designed well and then landscaped. Discussion. Commissioner Gennell said something she would like considered is having it all in red brick. Commissioner McLeod asked that Mr. Wadley read the draft paragraph by paragraph for the audience so that he can explain things so they can have a better understanding of what the Commission is approving. Mr. Wadley read the draft starting with Section 20-355, Signs. Discussion on the Development City Commission Workshop January 6,1997 Page 3 Review Committee, the number of advertising on signs, heights of signs, heights of letters, sign identifications. Frank Schrimsher, 600 E. Colonial Drive, Orlando, spoke regarding the sign section. Discussion on setting a date for another workshop on this subject. It was the consensus of the Commission to hold another workshop on this subject on January 20, 1997 at 6:30 p.m. The meeting adjourned at 9:45 p.m. Respectfully Submitted, Margo M. Hopkins, City Clerk
