HomeMy WebLinkAbout_1996 06 14 City Commission Workshop Minutes WORKSHOP CITY COMMISSION JUNE 14, 1996 The Workshop Meeting of the City Commission was called to order by Mayor John F. Bush at 1 :00 p.m. ROLL CALL: Mayor John F. Bush, present Deputy Mayor John Ferring, present City Manager Ronald W. McLemore, present City Attorney Frank Kruppenbacher, present COMMISSIONERS: Larry Conniff, present (1:58 p.m.) John Langellotti, present Cindy Gennell, present David McLeod, present Mayor Bush stated that Commissioner Ferring has brought up a concern and will inform the Commission and then the Commission can decide how the Commission will proceed with it. Commissioner Ferring said with going into his review after receiving the salary papers, he crossed checked the salaries in the main ledger and found some inconsistencies. It appears where a double entry was made. Discussion. Manager McLemore stated that there are merit increases in this year the continue to build until the end of the year. If you are looking at the base line budget for next year, we have to show you what the new number will be for next year. We have to project the merit increases that are occurring in this year through the end of this year, to show you what that totals out at the end of next year, and that is your beginning point for the next year. Harry Martin, Finance Director, stated that he believes that the amount was a duplication and should not be included. INFORMATION SERVICES Manager McLemore stated that this Department was basically started last year, and the expenses for that Dept. was included under the City Manager's Budget. We have taken that out of the Manager's budget, what this includes is both the Information Services operating budget and (for budget working purpose only) the total amount of the lease purchase expenses for the data processing improvements. All the expenses will be charged back to each of the departments based upon per work station cost. GENERAL SERVICES DEPARTMENT Manager McLemore stated that this Department has a 1.9% increase from last year's budget. Discussion. HUMAN RESOURCES Discussion on this Dept. ' s budget. W orkshoD Meetin2 City Commission June 14. 1996 Pa2e 2 PURCHASING DEPARTMENT Discussion. CITY CLERK DEPARTMENT Discussion. CITY MANAGER Discussion on making the Chambers user friendly. It was the consensus of the Commission to add $20,000 in the Budget for making the Chambers user friendly. COMMISSION BUDGET Discussion on the quarterly payment towards publication of the Winter Springs Bulletin - $8,000 annually. Mayor Bush called for a break at 2:50 p.m. Mayor Bush reconvened the meeting at 3:00 p.m. It was the consensus of the Commission to work with the Civic Association with regards to the Winter Springs Bulletin and no other organization. It was also the consensus of the Commission to have the City Manager come back to the Commission in August with recommendations. Discussion on funds for charitable organizations. Discussion on the overall budget. Commissioner Ferring asked the Commission to consider not hiring the new employees until the second half of the fiscal year. Discussion. Manager McLemore stated that he would like to hire the utility people and the Budget Director as soon as possible and the other positions will be later in the fiscal year. Mayor Bush mentioned that he will be out of town for the next meeting and stated that Commissioner Ferring will run the meeting. Mayor Bush also mentioned that two of his appointments on the B.O.W.S. Board are up and both members have had good attendance and they both have expressed a desire to remain and said he wishes to reappointment them and will have a memo recommending their reappointment at the next meeting and said he would appreciate favorable consideration for the reappointments. Commissioner Gennell asked if the Deputy Mayor votes when acting as Mayor. Attorney Kruppenbacher stated that the Deputy Mayor can only vote in the event of a tie. Discussion. Commissioner Ferring asked what is the City's Financial Rating. Mr. Martin stated that the City's Financial Rating is AAA, the best that you can get.
