HomeMy WebLinkAbout1994 11 10 City Commission Workshop Minutes CITY COMMISSION WORKSHOP NOVEMBER 10, 1994 The workshop was called to order by Mayor John F. Bush at 5:15 p.m. Roll Call: Mayor John F. Bush, present Deputy Mayor John V. Torcaso, present City Manager John Govoruhk, present Attorney Frank Kruppenbacher, absent Commissioners: John Ferring, present John Langellotti, absent Cindy Gennell, present David McLeod, present Classification and Pay Study for the City of Winter Springs: Manager Govoruhk stated he was asked to bring back different ideas and suggestions and recommendations. The first item in the package you just received there is a list of all personnel and their current salaries and the last date that they received their step; the second one (with highlighted sections) is the one that was revamped placing all Dept. heads into the same pay category and several other personnel that were not listed in the previous one, so this is the revised recommended salary ranges; the third is a by departments if the pay plan was initiated according to the memo that you have, what each department/each person is making if we gave them the minimum and or three percent (3%), what they would come up to and then a three percent (3%) for the other personnel for a total cost plan on the next item in your packet; on the next to the last page will show you that the cost based on our recommend would be on the three percent (3%) $269,110.77, which also includes the Utility Dept. The next one is a salary schedule which shows a minimum and maximum by hourly, which includes tweny-seven percent (27%) of fringe benefits, which shows FICA - 7.65%, Pension, Health and Life Insurance on your next page. The other step increases by paygrade from minimum to maximum, divided by five (5) steps. The next page is Salary Schedule, and under the pay plan authorizes five and ten percent reduction (5% and 10%); after looking at this schedule and the concensus was that if we hire a person with no training etc., we can hire them in at either 5% or 10% below and bring them up. The last sheet that you have, if you adopt our recommedation in the memo, up front a three percent (3%) and then from zero to two percent (2%) based on the current evaluation for the first year only. This explains what is in the packet that you have. Commissioner Torcaso stated that he has looked over a lot of this and it seems that a lot of work has gone into this project and we have been going through a lot of this for quite a few months; and stated that he is glad to see that the Staff and City Manager finally came up with what looks to me like a very good begining and ending ofthis discussion aabout salaries. I was impressed by all the figures that I've seen and I think it is time for the Commission to seriously consider listing 100% to what the City Manager and Staff recommends. Commissioner McLeod stated that he is also glad to all this work that was done and give us an opportunity for us to work with you to hopefully come to a conclusion on this thing. I would like to know what do we have in the overall budget this year for pay raises. Discussion.
