FROB: Land Development RE: Search for Property for Proposed Public Safety Complex As per your direction, I have been researching possible locations and costs for a public safety complex, approximately 10 acres in size. Residential property goes for about $30-40,000 per acre and finding a 10-acre parcel is very difficult. Commercial property starts at about $85,000 per acre for marginal property and spirals upward. I have a found a parcel of land which I believe will more than exceed our plans and the cost is much better than what we have found to date. The property in question is that to the east, Fire Station #1 and Avenue to the west. This parcel to be auctioned on May 19, 1993. appraised at $708,380. bordered by SR 419 to the north, Moss Road Public Works to the south, and Edgemon is presently owned by FDIC and is scheduled The property is right at 27 acres and is I have been in contact with Mr. Larry Thomas (FDIC) in the Chicago area and he had Mr. Norm Schwartz of Fisher Auction of Pompano Beach contact me. Because we showed interest in the property, Larry's instruction to Norm was that he work closely with the City. This property has been offered to the City for $305,000, or less than $11,500 per acre. This is the total price. To do this, the City must make a firm commitment to purchase next week, put up 10% earnest money ($30,500) and close as soon as possible to 60 days. Amendment 19 to CPH Agreement - Master Reuse Plan 2. Supplement 1 to Amendment 17 to CPH Agreement Construction Administration Services for Electrical and High Service Pump Improvements/Tuscawilla Water Plant 3. Shepard Road Design Attached please find the two originals each for Amendment 19 and Supplement 1 to Amendment 17. I request that these items be placed on the April 26 agenda for Commission action. In addition, CPH has substantially completed the design of the City I S portion of Shepard Road and I have asked Terry Zaudtke to give a presentation of the proposed improvements prior to finalization. . Amendment 19 is for preparation of the master plan for system. Included in the scope is a distribution system reuse feasibility study, recommended reuse standards, financing alternatives, Operations Permit application, Certification of Completion of Improvements, Operations and Maintenance Report, and a Class I Reliability Analysis for the East WWTP. The fee for this scope is $24,300 which has been budgeted in the PY 92/93 budget. I recommend that Amendment be approved. the reuse layout, cost and 19 ./ Supplement 1 to Amendment 17 is for the Construction Administration services for the High Service Pumping and Electrical Improvements at the Tuscawilla Water Plant. The scope includes bidding services, shop drawing review, construction inspection, as-builts, and Certification of Completion. The fee for these services is $16,900 which includes $8,250 for the electrical engineering subconsu1tant. The construction cost estimate is $290,000. Sufficient funds are available for the engineering and construction from the Bond Anticipation Note which was paid off in the 1992 refunding.
