REGULAR MEETING CITY COMMISSION CITY OF WINTER SPRINGS OCTOBER 11, 1993 The Regular Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Mayor Philip A. Ku1bes at 7:30 p. m. Roll Call: Mayor Philip A. Ku1bes, present Deputy Mayor John V. Torcaso, present City Manager John Govoruhk, absent City Attorney Frank Kruppenbacher, present Commissioners: Don Jonas, present John Lange11otti, present Terri Donnelly, present Cindy Kaehler, absent For the invocation Deputy Mayor Torcaso asked for a moment of silent prayer. The pledge of allegiance to the flag was led by Commissioner John Lange11otti. Approval of minutes of September 27, 1993: There were no additions or corrections; the minutes stand approved as submitted. There was no public comment. Mayor Ku1bes announced that Item A, Continued Public Hearing for Ord. No. 547, creating a new chapter of "Codes Enforcement Citations", etc. and Item C. City Manager's Contract have been deleted from the Agenda. . Public Hearing and Second Reading for Amended Ordinance No. 550, relating to Emergency Management Powers; Creating Art. VII, Sec. 2.250 to Sec. 2.265 of Chapter 2, Administration Code of Ordinances to provide for the exercise of the emergency powers of the City during a state of emergency, etc.: Attorney Kruppenbacher read Ord. No. 550 by title only on second reading. Ku1bes recessed the Commission Meeting and opened the public hearing. No for or against the ordinance. Mayor Ku1bes closed the public hearing and the Commission Meeting. Mayor one spoke reconvened Motion was made by Commissioner Lange110tti to approve Ord. No. 550. Seconded by Commissioner Torcaso. Discussion. Vote on the motion: Commissioner Donnelly, aye; Commissioner Torcaso, aye; Commissioner Jonas, aye; Commissioner Lange11otti, aye; motion carried. Designation of Canvassing Board (Sec. 2-93): Mayor Ku1bes appointed Commissioner Lange110tti and Commissioner Kaehler and the City Clerk as the Canvassing Board for the 1993 Municipal Election. Waiving of Political Sign Fee for Candidates for Nov. 2, 1993 Municipal Election: Motion was made by Commissioner Torcaso to waive the political sign fee for 1993. Seconded by Commissioner Lange11otti. Discussion. Vote on the motion: Commissioner Torcaso, aye; Commissioner Jonas, abstain; Commissioner Lange11otti, aye; Commissioner Donnelly, aye; motion carried. Commission Seat II - Don Jonas: Commissioner Jonas spoke about code violations regarding signs. Commissioner Jonas . said he was not in the right of way, he was on private property. . . . Regular Meeting, City Commission, Oct. 11, 1993 93-94-1 Page 2 Commission Seat III - John Langellotti: Commissioner Langellotti reported he attended an Urban Administration Meeting of the Florida League of Cities in Orlando. On November 3rd and 4th there is to be a Legislative Day in Tallahassee and quite a few topics are going to be discussed. He said he was going to lobby DOT while he was there. There are streets in the City with 20 mph speed limits and lots of people are complaining about that. Commission Seat IV - Terri Donnelly: No report. Commission Seat I - John V. Torcaso: Commissioner Torcaso reported there will be a Meet the Candidates Night at Hacienda Village on October 31 at 7:00 p. m. Commissioner Torcaso said Cablevision is charging the people $2:97 for carrying three stations that have always been free. He said he did not like it and was going to ask the Commission to look at the contract and maybe change it or go out for bids for another company. Commissioner Jonas said he has spoken with two other cable companies who are in competition with Cablevision. He asked them why they do not come into Winter Springs and their answer was they could not afford to come into Winter Springs. Commissioner Jonas said there is a tremendous fight going on between Cablevision and American Tel and Tel. The solution to the cablevision is if you are able to accept cable through your telephone networks, but obviously the cable systems are going to fight that. He said that is the market we hope for in the future to lower our rates. John Ferring, Benitawood Court, spoke about Cablevision of Central Florida and that they are prohibiting satellite dishes in developments. As far as other companies not wanting to do business in this City, he said there are satellite companies that are presently being formed and shaped that can come in on competition. Mayor's Office Mayor Kulbes announced that on November 19, 20 and 21 he will be hosting some dis- advantaged children at Disney World for the weekend. He said he wanted to put the Commission on notice that he would have to hire a bus to take the children to Disney World. Meeting was adjourned 8:06 p.m. Respectfully submitted, ~-r~ Mary T.
