WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS AUGUST 25, 1993 The Workshop Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Deputy Mayor John V. Torcaso at 7:00 p. m. Roll Call: Mayor Philip A. Kulbes, absent Deputy Mayor John V. Torcaso, present City Manager John Govoruhk, present Commissioners: Don Jonas, absent John Langellotti, present Terri Donnelly, present Cindy Kaehler, present Fiscal Year 1993-94 Budget: The Winter Springs Water & Sewer Budget was reviewed. L.C. 45.10 Insurance was discussed. Commissioner Langellotti asked if it could be determined what is the cap of the liability for the City. City Manager Govoruhk said we are in the process of looking at all insurance, health, medical Workman's Compensation, all insurance. Protective clothing was discussed. Manager Govoruhk explained we are looking at uniforms from a rental company where we can possibly save some money. Commissioner Langellotti asked if we are currently enrolled in the new program with Sun Bank. The Finance Director answered Sun Bank has been given the information they have asked for, but whether the actual transfer of monies has been done, he did not have any confirmation of that. Connection fees, Guaranteed Revenues, BANS, Backflow devices were all discussed. Commissioner Kaehler suggested that the Commission set up appointments individually with the City Manager and give him their ideas, and then let the City Manager make the recommendations. Deputy Mayor Torcaso mentioned that qualifying time for the City is September 1 through September 15. Deputy Mayor Torcaso recommended a 3% cost of living increase for all employees and a 5% increase for Department Heads. Commissioner Kaehler said she would like to know what a 3% cost of living increase across the board would cost in salaries, FICA, etc. The contribution for the Youth Soccer was discussed. It was suggested to have the gentlemen come back in and talk to the Commission again. There was discussion of allowing the Rotary Club the use of the park for their art festival. Commissioner Kaehler asked that the Rotary Club inform the City where the proceeds of the benefit are spent. Meeting was adjourned 8:10 p. m. Respectfully submitted, Mary T. Norton, City Clerk
