WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS NOVEMBER 16, 1992 The Workshop Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Mayor Philip A. Ku1bes at 7:00 p. m. Roll Call: Mayor Philip A. Kulbes, present Deputy Mayor John Langellotti, present City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, present Commissioners: John V. Torcaso, present Don Jonas, present Terri Donnelly, present Cindy Kaehler, present Discussion of increasing the City's contribution to the Employee Pension Fund from 4% to 6%: City Manager Rozansky explained the Commission wanted a workshop to discuss increasing the City's contribution to the Pension Fund from four to six percent. There was discussion of the forfeitures which are deposited into the General Fund. Commission was in favor of returning the forfeitures to the Pension Fund, and Mr. Martin explained that change has been proposed by Attorney Mead. Commissioner Jonas spoke about the cities that are on the Florida Retirement System. Cities under that system contribute 26.93% for high risk employees and 16.99 for regular employees. Commissioner Jonas asked what it would cost if the City increased the contribution from four to six percent. Harry Martin, Finance Director, answered the current year contributions exclusive of forfeitures which we do not know yet, are $137,510.00. If we increase that 50% we will be adding another $68,755 for a total of $206,265.00. Commissioner Lange110tti asked how many employees are in the Pension Plan. Mr. Martin answered 165 in this year that just ended. For the City there are 136 employees and for the Utility there are 29 employees. Mr. Hoffmann asked how many employees are fully vested at this time, but Mr. Martin could n~t give an answer to that because he did not have the latest report. Commissioner Jonas asked if an employee is eligible the first day of employment and Mr. Martin answered you have to be a participant in the plan before you become 40% vested. It could be anywhere from six months to eighteen months. Mr. Martin also explained an employee has to have worked at least 1000 hours within the plan year. Commissioner Langellotti asked when does the City start contributing for an employee, and Mr. Martin explained when an employee becomes an eligible participant then the City starts making contributions. Attorney Kruppenbacher suggested Staff be asked to contact the cities in the surrounding counties and compare benefits. Mr. Ferring explained that he and Manager Rozansky and Attorney Lang will be reviewing the plan, examining internal decisions that have to be made and things like that. . . . ~ Workshop Meeting, City Commission, Nov. 16, 1992 Page 2 Commission was in agreement to put this on the agenda to increase the City's contribution, and to have the forfeitures go back to the Pension Fund and not the General Fund. Commissioner Jonas asked if the Commission will approve a Workshop to review a plan which is completely different then what the Commission initially heard at the borrow pit meetings.
