WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
JUNE 15, 1992
The Workshop Meeting of the City Commission of the City of Winter Springs, Florida,
was called to order by Mayor Philip A. Kulbes at 7:00 p. m.

Personnel/Manning:
Manager Rozansky referred to his memo that was given to the Commission regarding the
personnel requests and merit. He explained there were no across the board increases,
the merit increases were figured at 3%; there are three departments with personnel
requests which have been prioritized.
Priority 1 is the Recreation Department. They are requesting four maintenance people
and a program coordinator and secretary. The Fire Department is asking for four.
firefighters. The Police Department is asking for one police officer and three
administrative clerks.

Manager Rozansky explained the way we would enV1S1on the Recreation Department to be
set up is that we have a Director, a Superintendent of Grounds and Facilities and a
Recreation Coordinator (we are still working on the title), someone to coordinate all
the recreation programs. The Senior Center comes under the Recreation Department and
Susie has that and there are two maintenance people there.
Commissioner Jonas asked if Susie works for the Recreation Department or does she work
for the Senior Center. Manager Rozansky explained she works for the Recreation Depart-
ment and the Senior Center comes under the Recreation Department. Her primary duties
will be the seniors and scheduling the Civic Center. Commissioner Jonas said if
Susie handles the seniors and the scheduling of the Senior Center and Civic Center,
there will be a need for a secretary for recreation.
Commissioner Kaehler asked how many people are in recreation presently. Glenn Whitsett,
Recreation Director, explained there are 10, I clerical, 1 supervisor and Bill Johnson
and 7 maintenance people, and they are requesting 4 additional. Mr. Whitsett said that
would be for the maintenance for all the parks in the City. Cost of these additional
people would be $119,000.
There was discussion of the concession stand manager. Commissioner Kaehler suggested
it be staffed by volunteers.

Commissioner Kaehler asked what kind of a tax increase do we have to look at to provide
these additional personnel. Finance Director Harry Martin explained there is tentatively
no increase in the millage. Based on the rolled back rate there is a $78,000 increase
over the current ad valorem. Manager Rozansky explained we have not received the
state estimates yet and the ad valorem is an estimate and plus there is some carry-
over. Manager Rozansky said he would try to get the budget to the Commission before
July 1.

The Fire Chief explained there are 33 personnel in the Fire Department; 27 are
on shift and there are 9 per shift. They work 24, 48 or around the clock operations
with 9 personnel. The other six are the Fire Chief, Deputy Chief, Training Officer,
Fire Marshal, EMS Director and the Department secretary.
The Fire Chief explained of the 9 there are 5 at Station 1 on Moss Road. There is
the shift commander and four people, two are on a fire engine and two on a rescue
truck. Station 2 in the Tuscawilla area there are four, two on an engine and two
on a rescue truck. The Fire Chief explained there are four at each station plus the
shift commander for a total of 9. When one personnel calls in sick or is on vacation
they have to reduce the amount of coverage at one of the fire stations and that
currently is the Tuscawilla station because that station was the last station to
open up and also there are not as many calls as the other one; however, they are
both approaching one another as far as the number of calls. When one person is
out the additional person is taken off the rescue because it is unsafe to operate
a vehicle by one person and they are moved onto the engine and they run it with
three people. If two people call in sick it is run with two people.

Fire Chief Lallathin explained with the three additional personnel he has requested
he would place one on each shift to cover scheduled down time, vacations, sick time,
etc. He said it would be a level of service that all of our citizens really deserve.
Fire Chief Lallathin said he feels the three personnel requested are absolutely
necessary. The fourth person he is requesting is a proposed unit for Seminole County.
It is called a "Share Unit" which would be stationed at 5 Points and would be staffed
by the County with two people around the clock. They are going to ask all the cities
to put in one position. This person would be a Winter Springs employee. It would
be a unit with four people that would go out to any major alarm in the entire County
and respond with the additional four manpower to help offset what is needed on a
scene to operate safely and correctly.
The Police Chief is requesting one additional officer and three administrative clerks.
Chief Govoruhk explained they are looking at mainly clerical people to help with the
additional records and to help turn the officers loose. He said last year their
department handled almost 22,000 complaints and 10,191 went to court. Records and
files have to be kept and they are looking for help with the records.
Mayor Kulbes called a recess at 8:20 p.m. and called the meeting back to order at
8:30 p.m.
John Ferring, Baltic Lane, spoke to the commission regarding the personnel in the
City. He said the taxpayers in the City have been very lucky; they have a volunteer
Commission, Mayor, Planning and Zoning Board, Board of Adjustment, B.O.W.S. Board;
he said we have the lowest millage rate.
He said do not shortchange your professionals; you have a good group of professionals
in this City, they deserve the best and they deserve as much as every other City in
Seminole County. He said we seem to be the ones that do not want to give it to them
because we are afraid to say we are going to have to raise taxes; the taxes in
this City are not what hurt the people, it is the school and county taxes; take a
look at what people pay for their taxes in this City, they have the best deal.

City Engineer, Leonard Kozlov, said at the last Workshop Meeting he handed out
suggested methods of billing for the proposed storm water management utility.
Mr. Kozlov said there are three alternatives for the Commission to review.
Harry Martin, Finance Director, explained we have one un-metered service they can
handle under the present program. Commission was in agreement to place it on
the utility bill. The City Engineer explained it would be approximately $2.49 per
month, about $30.00 per year.
Mayor Kulbes said a representative from Winter Springs Development Joint Venture
would like to address the Commission concerning the proposed high school. Lisa
Miskinis said there have been discussions with Dianne Kramer regarding a piece of
property in the Tuscawilla P.D.D. that the Facilities Department had identified
as one of the top two selected sites for the new high school for Winter Springs.
The site is on S.R. 434 east of the creek, Tract 80, and is designated to be a
multi-family site allowing up to 1,480 units.
Manager Rozansky said Dianne Kramer had called him, and said she would come and
address the Commission. Manager Rozansky said he would put this on the Agenda for
June 22nd.
