HomeMy WebLinkAbout2008 01 14 Informational 102 Implementation Plan for Sidewalks on Northern Way and Shetland AvenueCOMMISSION AGENDA ITEM 102 CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR Janu 14 2008 MGR rc~i°/DEPT i~/ ~ ~ Meeting Authorization REQUEST: Public Works Department providing the City Commission information regarding the implementation plan for sidewalks on Northern Way and Shetland Avenue PURPOSE: This agenda item provides the City Commission information regarding the implementation plan for sidewalks on Northern Way and Shetland Avenue. CONSIDERATIONS: • At the November 26, 2007 City Commission meeting, the Commission directed staff to proceed with sidewalks on the south side of Northern Way from Howell Creek Drive to Shetland Avenue, and on the west side of Shetland Avenue from Northern Way to Citrus Road. These two sidewalk segments are approved for funding by Seminole County by Interlocal Agreement with the City. In addition, the Commission directed staff to look into the feasibility of replacing the existing sidewalk on the east side of Shetland Avenue to bring it up to current sidewalk standards. • Seminole County has confirmed that funding is available under the Interlocal Agreement for the segments on the south side of Northern Way and the west side of Shetland Avenue. However, the County will not fund the replacement of the existing sidewalk on Shetland Avenue. Please refer to the attached letter from Seminole County dated December 13, 2007. The County intends to fund sidewalks on the County portion of Dyson Drive if it is deemed feasible. SIDEWALK IMPLEMENTATION PLAN: Staff intends to implement the approved sidewalks on Northern Way and Shetland Avenue through the following steps: 1. Letter to all abutting residents explaining the project and requesting input from residents on certain design aspects of the sidewalks. The letter will clearly state that the need for 011408_COMM_Informational_102_Sidewalk Implementation Plan Agenda Item 102 January 14, 2008 Page 2 sidewalks has been confirmed by the City Commission and Staff has been directed to finalize the design. 2. Onsite meetings with individual residents, as needed to go over design preferences and potential construction issues. 3. Onsite walkthrough with design engineer, Professional Engineering Consultants, Inc. (PEC). 4. PEC to update and finalize design drawings. The current design drawings are about 90% complete. 5. Final design drawings submitted to the City Commission and Seminole County for approval. 6. Bidding. 7. Pre - construction walkthrough with contractor. 8. Pre - construction letters mailed to all abutting residents. 9. Construction. EXISTING SHETLAND SIDEWALK: Although replacement of the existing sidewalk on the east side of Shetland Avenue is not available for County funding, Staff intends to further explore the feasibility of replacing this sidewalk. One limitation on Shetland Avenue is that the right -of -way is narrower than Dyson Drive and Northern Way (70 -feet on Shetland as opposed to 80 -feet on Dyson and Northern). In addition, the street centerline on Shetland Avenue is offset approximately 7 -feet east of the right -of -way centerline, which further reduces the area available for sidewalks and drainage swales on the east side of Shetland (see figure below). Staff will review this area and identify locations where it is feasible to reconstruct the sidewalk further away from the street. The sidewalk segments on Northern Way and on the west side of Shetland Avenue are being funded by Seminole County. ATTACHMENTS: 1. Letter from Seminole County dated December 13, 2007. I would like to congratulate you and your staff on the successful completion of the Dyson Drive Sidewalk Project within the City limits. This project is certainly an asset to the area and the residents. As you referenced in your letter, the City and County have entered into an Interlocal Agreement that covered portions of Dyson Drive, Northern Way and Shetland Avenue. In this agreement, up to one million dollars is allowed for funding for these projects. The County will honor this Interlocal agreement and the expenditure of the remaining funds, approximately one-half a million dollars, for those projects specified in this agreement. As to the ability to address sidewalk improvements outside of the agreement, there are two areas of concern. As you are aware, over the last two years costs for concrete have spiraled and although the costs have stabilized, they have not decreased. Projects that were budgeted a year ago and have not been constructed will require additional funds and adding new projects to the current budget would not be prudent at this stage. In addition and specific to this area, the County is looking at constructing a sidewalk on Dyson Drive from the City limits westward to Tuskawilla Road. As we have indicated in the past, we are finalizing plans, assessing the costs and will be scheduling meetings with the residents within Seminole County during the first part of 2008. Any additional funds within the County budget would be applied to the Dyson Drive sidewalk project, if it is deemed feasible.
