HomeMy WebLinkAbout1991 09 04 City Commission Workshop Minutes . WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS SEPTEMBER 4, 1991 The Workshop Meeting was called to order by Mayor Philip A. Kulbes at 7:00 p. m. Roll Call: Mayor Philip A. Kulbes, present Deputy Mayor Paul P. Partyka, present City Manager Richard Rozansky, present Commissioners: Cindy Kaehler, present Don Jonas, present John Langellotti, present Terri Donnelly, present 1991-1992 Budget Review: Manager Rozansky said he has provided the Commissioners with justifications from Staff members. The first Budget reviewed was the Commission Budget. There was discussion of contributions and Manager Rozansky recapped as follows: Civic Association $1,000 Federation of Senior Citizens $500 United Arts $1,000 Missing Children Center $1,000 Winter Springs Art Festival $1,500 News Letter $8,000 17/92 Committee $1,500 . Contributions totalled $14,500; consensus of the Commission was to keep $5,000 in Community Development for the BOWS Board and Commerce and Industry Development Board. There was discussion of stopping the expense reimbursements to all Boards. There was a consensus of the Commission to ask the Boards how they feel about stopping payment or cutting it down to $25.00. The City Manager Budget was then reviewed. The City Clerk withdrew her request for a computer. Discussion followed on the Finance Budget, L. C. 3210, Audit and Program Services. Finance Director Harry Martin suggested taking $16,200 out of L. C. 3210. After discussion it was decided the total of all computers requested be placed in a computer fund and a consultant be hired (fees to be taken from that computer fund) to analyze the City's computer needs. This fund would be in General Government. Recreation Department and Fire Department Budgets were reviewed. There was discussion of the $50,000 drainage study for the Ranchlands. The consensus was to leave it in the Budget. Manager Rozansky recapped on personnel, the assistant manager was taken out, a purchasing agent was left in. Manager Rozansky is starting to look for one, and possibly have one hired by the middle of October. Manager Rozansky said he is still in need of a Director of Administrative Services. He is waiting for the comments back from the State to see what has to be done with the Comprehensive Plan. Manager Rozansky said he wants to separate the job of Director of Administrative Services and City Planner. Commissioner Partyka spoke about the need for a City Planner. Manager Rozansky said this Budget is supported by 3.6153 mills. Monday, September 9th is the Tentative Budget Hearing and at that time the Commission adopts the tentative millage rate and then adopts the Tentative Budget.
