Kulbes called the Workshop Meeting of the City Commission of the City of Winter Springs, Florida, to order at 8:55 p. m. Present: Mayor Philip A. Kulbes Deputy Mayor Paul P. Partyka City Manager Richard Rozansky Commissioners: Cindy Kaehler Don Jonas John Langellotti Terri Donnelly 1991 - 1992 Budget Review: City Manager, Richard Rozansky, said the Budget was balanced to the 3.6153 millage rate. Changes made from the last Workshop Meeting was the elimination of the assistant city manager, a reduction of $40,764; elimination of the forensic light for the Police Department, a reduction of $6,000; elimination of $8,000 from communications in the Public Works Department and elimination of $1,000 in the Recreation Department for a typewriter. . The City has received the health insurance bill, showing an increase of 29.5% which represents $86,393; about $76,000 for the City and the remaining for the utilities. $259,688 has been budgeted and that represents a reserve for the first three quarters. The Director of Administration, Jacqueline Koch, suggested that we look at changing the Workmen's Compo to a $2,500 deductible. Manager Rozansky recommended that no changes be made to the workmen's Compo budget. The Commissioners then went through and listed all items to be discussed later. Under the Commission Budget Contributions was listed. Under the City Manager Budget Mayor Kulbes wanted to discuss contingencies. Commissioner Partyka mentioned the 17/92 Redevelopment Committee would be asking for a donation at an upcoming meeting, and a possible contribution to the Civic Association for the newsletter is to be discussed. Under the City Clerk's Budget the $2,000 for the computer was to be included with the other computers requested. Commissioner Kaehler said she wanted to discuss under the Finance Budget L. C. 3210 $16,000 for computer upgrade and L. C. 6410, $15,500 for a cash receipts system. Under Personnel the $2,000 for a computer was to be listed with the other computers. Commissioner Partyka asked the status of a City Planner. Under Engineering the $4,000 for a computer was to be listed with the other computers. Under the Police Department, L. C. 6410 and L. C. 6412 are to be discussed again. Commissioner Kaehler questioned the $8,000 software program for Code Enforcement and $2,000 for the elite graphics printing system. They are to be listed with the other computer equipment. In the Fire Department the computers are to be listed with the other list. . Mayor Kulbes said he would like to discuss L. C. 6410 in the Recreation Department. . . . Workshop Meeting,City Commission, August 25, 1991 Page 2 Mayor Kulbes said he would like to go over page 28, and also discuss the Drainage Road Study for the Ranchlands. that completed the General Fund Budget. In the WSWS West Budget, Commissioner Kaehler wanted to know about leasing certain equipment under L. C. 6410. Mayor Kulbes said he wanted to talk about L. C. 6310 Capital Improvements on page 37. Commissioner Kaehler asked that all the requests for computers be placed in a contingency fund; and have someone evaluate what is absolutely necessary. Mayor Kulbes called a Workshop Meeting for Tuesday, Sept. 3, 1991 at 7:00 p. m. The Commission asked that Staff be ready to justify their requests at that meeting.
