WORKSHOP MEETING
CITY COMMISSION
AUGUST 5, 1991
The Workshop Meeting of the City Commission of the City of Winter Springs, Florida,
was called to order by Mayor Philip A. Kulbes at 7:00 p.m.

Budget Review: Winter Springs Water & Sewer, Staff Offices.
The Winter Springs Water & Sewer West Budget was the first budget reviewed. Connection
fees, interest, Revenue Generation Fund, and postage were reviewed. Commissioner Jonas
asked why the decrease in the audited/administrative services. Finance Director Harry
Martin explained that the various departments were charged based on percent of utility
budgets to the total budget. It is based on the relationship of the utility budget to
the total budget.

Mayor Kulbes spoke about equipment rental, and Line Code 4800. Commissioner Kaehler
asked about L. C. 4650, Repairs and Maintenance. Line Code 4810, Employee Relations
was discussed. Commissioner Kaehler asked that those monies be given to the employees
as we did not have a shortfall this year. Manager Rozansky explained at the time he had
a valid reason for not giving it out. Line Code 5430 Employee Development and capital
improvements and depreciation were discussed. Commissioner Kaehler asked about the
possibility of leasing certain pieces of equipment under Line Code 6410.
The Winter Springs Water & Sewer East Budget was then reviewed. Connection fees,
salaries, legal fees and consulting engineer fees and Line Code 9130 Developer
Agreement payments were all discussed.
Mayor Kulbes called a recess at 9:00 p.m. and called the meeting back to order at 9:15
p.m.
The Commission Budget was then reviewed. Commissioner Partyka pointed out the
Commerce & Industry Board members do not receive any reimbursement and he suggested
the other boards only receive reimbursement for unusual expenses or special requests.
He also suggested the Commission's reimbursement be reduced by $50.00 per month.
L. C. 8110 Community Development, which was money for the BOWS Board and Commerce
& Industry Board projects was reviewed.
Under Contributions $1,000 dollars was allocated for the Winter Springs Civic
Association. Commissioner Kaehler said the Civic Association has asked if the
City would like to participate in the cost of the newsletter. Mayor Kulbes suggested
they come to one of the meetings before a final decision is made to discuss this.
For the Federation of Senior Citizens, $5,000 has been allocated. Commissioner
Langellotti suggested allocating money to Better Living which would help residents
of Winter Springs, more so than residents of other cities; $1,000 is allocated for
"We Care"; Mayor Kulbes suggested giving that to the Missing Children Center which
is located here in the City.

The City Manager's Budget was then reviewed. Commissioner Langellotti suggested
putting 1% for the employee's pension fund and do away with the proposed merit
system. Commissioner Kaehler suggested giving out increments to each employee
equally, a merit "incentive". Manager Rozansky said he has been working on the
rating form and he intends to use it whether or not we have a merit system.
Manager Rozansky said he thinks he will have a "merit system" by Oct. 1, but as
far as the pay is concerned, it is very difficult to figure out.
Commissioner Kaehler said she wanted to know out of the total that was allocated
water and sewer to be paid back to the City, for each department what number
that represents.
There was discussion of hiring a purchasing agent. Commissioner Jonas, Commissioner
Langellotti and Commissioner Partyka spoke in favor of a purchasing agent.
Discussion followed on an assistant City Manager. Commissioner Kaehler suggested
the City Manager decide how to use the talents of the people he has, and then come
back with a proposal of his additional needs. She said"he gave us his proposal, we
rejected it; we gave him ideas, now he needs to come back and give us something
else."
Manager Rozansky explained he needs a director of administrative services.
City Clerk's Budget was then reviewed. The request for a computer was discussed.
Commissioner Kaehler said she would like to see us have some kind of a central
person that would oversee our computer needs, and put all the requests for
computers into a contingency fund.
Mayor Kulbes called a Workshop Meeting for August 14, 1991, 7:00 p.m.
Meeting was adjourned 11:00 p. m.
