WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS MONDAY, JULY 29, 1991 The Workshop Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Mayor Philip A. Kulbes at 7:05 p. m. Roll Call: Mayor Philip A. Kulbes, present Deputy Mayor Paul P. Partyka, present City Manager Richard Rozansky, present Commissioners: Cindy Kaehler, present Don Jonas, present John Langellotti, present Terri Donnelly, present Department Review: Police, Fire, Public Works, and Winter Springs Water and Sewer: First Department reviewed was the Police Department. Manager Rozansky said the $1,301,444 includes the people added to the Department last year. There are grade increases for the new people that have only been here a year. There are no across the board raises for this year. There are some increases for employees that are to be moved up. That amount does not include any new employees. Chief Govoruhk explained the vehicles are replacement vehicles. Utility services and physical exams were discussed. Mayor Kulbes asked the Chief if the forensic light is an absolute necessity this year. Chief Govoruhk said no, they have been waiting for a couple years. There was discussion of employee relations, L. C. 4800, and L. C. 5210. Fuel and oil. It was suggested to keep a list of items to be excluded from the budget but will be reconsidered before a final decision is made. The next department reviewed was the Fire Department. Salaries was the first item discussed. Manning and NCR equipment were discussed. The NCR equipment will be discussed again. The mini van was discussed, and it was decided to put that on the list of items to be reconsidered, and possibly be paid for from impact fees. Manager Rozansky reviewed the Construction Fund on Page 26. There was money there for a fire station, but the money has to be used before April. Manager Rozansky said he asked the Attorney if he could use $150,000 for improvements to Fire Station No.1, and he said the money could be used. The Commission was in agreement to use that money for the expansion of Fire Station No.1. Public Works Department Budget was then reviewed. Public Works Director Gil Artman explained the need for the radio system and said we could get into the system for less than $20,000. He said the grader is on its last legs, and approximately $80,000 will be needed before the year is out. Line Code 6410, other equipment, was discussed. Mr. Artman spoke about the closed loop traffic light system to synchronize the lights at Edgemon, Sheoah and Moss Roads. Line Code 4410, Equipment Rental, and Line Code 5261 Janitorial Supplies, were discussed. Manager Rozansky spoke about the need to address the drainage study in the Ranchlands, and discussion followed on having a study done on the paving of the Ranchland roads. . . . ~ Workshop Meeting, City Commission, July 29, 1991 Page 2 The Engineering Department Budget was then discussed. Mr. Kozlov, City Engineer, explained he has asked for a program that is called micro station PC software. He said we would be able to use this for the Water and Sewer Department and eventually for the Stormwater Management Program. There was discussion on the Consulting engineer line code. Mr. Kozlov explained this is used for other consultants for soil borings, etc., and additional engineering for the parks, roads and drainage. Mr. Kozlov explained the road resurfacing program is based on the price of the asphalt liquid. He said a portion of Winter Springs Boulevard by Glen Eagle will need to be rebuilt. The Recreation Department Budget was then discussed. The increase in health insurance was questioned. It was explained Commission has authorized six new employees for this year. Park security and janitorial supplies were discussed. Promotional Activities Line Code has doubled because of youth baseball, softball, soccer programs, insurance and other league operating costs, also special activities such as opening day promotional activities and promoting the senior citizens activities. Manager Rozansky stated this is part of running the parks and recreation program; we are starting out with a major facility and we need to fund this. Glenn Whitsett, Recreation Director, explained the first year will be expensive, and he has gone to great lengths to get estimates to try and figure what will be needed to get started. There was discussion on expanding the youth program. It was also discussed about using the senior center for other activities and free up the civic center for the youth. In Capital Improvements, Mr. Whitsett explained the small utility vehicle is to be used in the Super Park for field maintenance. Discussion followed on the vehicles and Mayor Kulbes asked if an old police vehicle could be used, and Mr. Whitsett said yes it could.
