HomeMy WebLinkAbout1991 06 03 City Commission Special Minutes . . . 90-91-17 SPECIAL MEETING CITY COMMISSION CITY OF WINTER SPRINGS JUNE 3, 1991 The Special Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Mayor Kulbes at 7:30 p. m. Roll Call: Mayor Philip A. Kulbes, present Deputy Mayor Paul P. Partyka, absent City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, late Commissioners: Cindy Kaehler, present Don Jonas, present John Langellotti, present Terri Donnelly, present Public Hearing and Second Reading of Ordinance No. 505, adopting the map and description of the recommended districts filed with the City by the Districting Commission, etc.: Mayor Kulbes recessed the Special Meeting and opened the public hearing for Ord. No. 505. Mayor Kulbes read Ord. No. 505 by title only on second reading due to the absence of the City Attorney. Mayor Kulbes then called a recess to await the arrival of the City Attorney. At 7:45 p. m. Attorney Kruppenbacher arrived and the public hearing was called back to order. John Ferring, Baltic Lane, spoke in opposition to the proposed districting map. Mr. Ferring said he is in the process of investigating some of the procedures and wanted to go on record with the statements and will continue to pursue this on a legal basis. Moti Khemlani, president of Tuscawilla Homeowners Assn., suggested the plan as recommended by Mr. Lein be the preferred adopted plan. Mayor Kulbes then closed the public hearing and reconvened the Commission Meeting. Commissioner Kaehler stated at the Workshop Meeting that she felt this map, in particular District 5, is not compact and she said she challenges this map on that issue. Bill Jacobs, Chairman of the Districting Commission, spoke in reference to the Attorney's instructions. Motion was made by Commissioner Donnelly, seconded by Commissioner Langellotti, to move it to the third reading. Discussion. Vote on the motion: Commissioner Donnelly, aye; Commissioner Kaehler, aye; Commissioner Jonas, aye; Commissioner Langellotti, aye; motion carried. Meeting was adjourned 8:00 p. m.
