Koch, Dir.Adm/Comp. Planning Mayor Kulbes said to begin with he wanted to thank Jackie for all the infonmation she has given us. Mayor Kulbes asked Koch to start with the population projection from 1999, 1996, and 2010. . Koch stated what the Board wanted to accomplish this evening is get all the infonmation possible in preparation for the public hearing on March 11, 1991 before the Commission. The LPA will have a public hearing on February 27, 1991, after which they may decide they want to revise some of the recommendations based on the public input that they receive. She said if there were any questions the Commission has regarding the information they have received to write or call within the next three weeks. Koch explained that there will be two public hearings. One will be on the man made features and the second will be for the natural environment. Koch stated that the traffic consultant is now running the first traffic model of the proposed road system. Koch gave an overview of how the Board has come up with what they have at this point regarding the comprehensive plan. . Koch stated with getting into the comprehensive plan itself, the main thing that we want to accomplish is writing a plan that is in compliance. The basis of the comprehensive plan land use elements and generally the plan as a whole is the population. We have 15,000 dwelling units and- 40 thousand people. In providing for the population we are required to project our population growth by some valid method that is acceptable to the State. Generally we go by the projection percentages of the growth in the County and the anticipated housing size provided by the University of Florida. Our generalized goals are through the year 2010, our short tenm is a minimum of 5 years and we are using 1996 which is convenient with the County so we can compare back and forth. For the first 5 years of the population growth we have to compute the population and cost of serving the population. The 1996 projection, we anticipate 14,685 dwelling units and over 28,000 persons. That is a growth of 7 thousand persons. We are projecting a 30 % increase in . Workshop City Carmission/Land Planning Agency February 18, 1991 Page 2 population by 1996. In order to validate that we can deal with the additional population, we have to verify that we can provide water and sewer. We need to look at the effect of the growth on our traffic circulation as part of the growth, we also need to look at what level of service we need to set for parks and recreation and what we need to add during the 6 year period to keep up the standards we set. There is no regulation that is needed as far as parks and recreation goes, we are in good shape with parks and recreation, the City has addressed the problem already. Mayor Kulbes had a question on the population for 1990. Koch stated that the numbers the Mayor was referring to was from different points in time. She also said that we received the preliminary census counts in August and the nunbers were reviewed, there were two objections in regards to the City's boundaries. The final count for the population is 22,151. The Board and the residents were concerned about having commercial along the lake, so the Board would like to have residential along that area. The question is how do we serve that area. We don't need to show anything beyond the year 1996. That is an issue that needs to be addressed. . Koch stated that on housing population we show mixed housing; there is less single family oriented and more multi-family and the reason for that is because of the high density that was approved in the Tuscawilla settlement. Koch stated that according to the numbers we are 2/3 built, we still have a long way to go. Koch stated that we will go over the sewer capacity with Terry Zaudtke. The main thing the State is interested in is the provision on affordable housing. She stated what affordable housing is: A home that can be purchased by a mortgage that can be obtained by someone who's income is 80-120% of the median family income of the area, so by the figures we have it comes up to about a $70,000 home. This is something that we have to put in the plan. What the Board is proposing is two ways to deal with that, one is existing older housing in the area and what can we do to reclaim these areas - the Board would like to step up the Code Enforcement. Another issue is to try and require the older homes to be upgraded to the City Code. Lee Worsham, consultant attorney, stated that the City has the power through the police department to require that some of these things are done - for the health, safety and welfare of the citizens of the City. There was discussion on how this could be done. . There was question on what the definition of unplanned residential land. Koch stated that it is land for which we have no plan for. It was detenmined that this statement would have to be defined better. . Workshop Commission/Land Planning Agency February 18, 1991 Page 3 There was discussion on the level of service to set for parks and recreation. Koch explained that the Board sees the need for neighborhood parks. There are a few areas of the City that do not have any parks/recreation; such as Wildwood, Oak Forest, and on the western perimeter of the City - Edgemon Avenue and Moss Road. The Board has decided that a good plan would be to buy same land in these areas which would start the project. McLeod stated that the Board is not talking about large parks, just a couple of acres to have open space for ball games or whatever in the neighborhoods that do not have any parks or recreation. Koch stated that the problem is where will the money came from to buy the land. There was question on how many nure parks are needed. Koch explained that there is no requirement in the plan to say how many more we need, the Board has made a goal to get recreation in the neighborhoods that do not have any recreation at all. These parks would be "walk-to-parks", so the children in these neighborhoods could walk to these areas. Hopkins stated that what the Board is proposing for the traffic circulation element is a network road system to circle within the City; to provide traffic circulation for the residents and not to promote traffic going through our City. . Koch stated that part of the funding for the road system will came from impact fees. How fast the money accumulates depends on growth and the economy. The priorities the Board has came up with are: a north-south connection; the next is to extend Fisher Road on to Bird Road. The object is so people will not have to use SR 434 to get in and out of the City. There was discussion on the road system through the Ranchlands. The Board said that for the health, safety and welfare of the citizens of the City this road system is needed. There was question on the level concurrency, the word decrease of what the road is now. of service (LOS). Koch stated that that is means we can not decrease the level of service Mayor Kulbes stated that everyone was ln agreement that the City needs the loop road system. Koch stated that she won't go over the water and sewer section until Zaudtke can go over that with the Board. Capital improvements has been addressed for the roads; as the funds will came from impact fees. We can not at this time project what the impact fees will be on commercial properties. . Koch stated that at the next workshop she will ask the property owners along SR 434, so the Commission can hear how enthusiastic they are about the plans along this corridor. Koch stated that she was not sure that besides the roads, that there were any other capital improvements the City would be doing. . . . Workshop Commission/Land Planning Agency February 18, 1991 Page 4 On park capital improvements, the first phase of the park is not included in this, but phase I I funding sources has been discussed, but we don't need to claim it will be done within the next 6 years. We will need to get valid cost for the acreage on the neighborhood parks. We will have to set same sort of reasonable funding source and indicate it in the Comprehensive Plan. There was question about group housing. Koch explained that group housing is a small group of handicapped people, and is for the handicapped to get back into residential living situations. Our code at this time states that five or more persons could be permitted to live at the same residence in almost any neighborhood. We need to maintain this and even go further with it.
