Adm/Camp Planning CCMPREHENSIVE PLAN BRIEFING: 1985 Growth Management Act Requirements state Camprehensive Plan Comprehensive Regional Policy Plan Winter Sprinqs Data Base Mayor Kulbes stated that meetings such as this are important as the Comprehensive Plan is the City's guide for the next five years. Mayor Kulbes stated that Koch wi 11 gi ve the Ccmni.ssion an overview of what is required and what needs to be done to make this a workable plan. Koch passed out notebooks to the Ccmni.ssion and Local Planning Agency. Koch stated that this workshop is to orient the Ccmni.ssion as to what the LPA has accomplished up to this point. She stated that the elements are based on state statutes. The first part of the notebook is Chapter 186 of the Florida Statutes, which establishes the requirements for the state and Regional Plans. Koch stated that there are 25 goals for the State at large, and each goal is augmented with certain policies to accomplish the goals. Each agency of the State draws up its own plan based on the state Ccmprehensive Plan. Each region draws up its own plan. Chapter 186 specifies the format that the plan needs to utilize, and that is goals, objectives, and policies. The goals are the result, the objectives are what are the steps to get to the goals, and the policies are the way to meet the objectives. . . . Joint Workshop comrrnssion/Local Planning Agency January 9, 1991 Page 3 Koch mentioned that there have been meetings with the property owners in the area around City Hall and the Expressway and the property owners seemed very interested in the idea of the business district in this area. The property owners expressed that they want to wait for the road improvements and expressway before they start development. The property owners were also interested in the concept of design standards for the area, which is governed by flexible zoning criteria. Koch also mentioned having a feasibility study to see what type of business would survive in this area. There was discussion on the overall time limitation. Mayor Kulbes suggested that the Board present the Comrrdssion with as many goals as soon as possible so the Comrrdssion can review them and get back to the Board with their comments.
