In order to record this plat, the City must also approve the plat. A similar problem arose during the platting of Phase II and it was approved by the City on May 13, 1985 (see attached minutes). The City Engineer has no problem with this. Torcaso. Commissioners: Roll Call: Mayor John V. Torcaso. present Deputy Mayor William A. Jacobs. present City Manager Richard Rozansky. present City Attorney Frank Kruppenbacher. present Jim Hartman. present Arthur Hoffmann. present Buck Adkins. present Leanne Grove. present The Invocation was given by Commissioner Jim Hartman. the flag was led by Mayor John V. Torcaso. The Pledge of Allegiance to Motion was made by Commissioner Jacobs to approve the Seconded by Commissioner Hartman. Discussion. Vote on Hartman. aye;Commissioner Hoffmann. aye; Commissioner Jacobs. aye; Commissioner Grove. aye; motion carried. minutes of April 22. 1985. the motion: Commissioner Adkins. aye; Commissioner Public Input: George Barkins, Tuscawilla spoke in reference to the letter from the Tuscawilla Homeowners' Association regarding the Fairway Oaks Phase II project. stating that 4.3 units per acre is the acceptable density. Charles Pasquale, Duncan Drive. asked for a show of hands in favor of the 4.3 units per acre for that project. Betty Shorthouse. Oxbow Lane. also favored 4.3 units per acre. John Guth. Northern Way. spoke about unplanned growth; the real issue is density. George Weigle. Northern Way spoke about traffic. Tom Freeman. Tuscawilla. spoke about the history of the zoning as he was the former City Attorney. He suggested the land be rezoned to R-1AAA and the Commission should treat the matter in what is the best interest of the citizens of Winter Springs. Judy Campbell. Duncan Drive, spoke about the education impact. Terry Rice. Imara Corporation. spoke for his project. Mike Darwin. Tradewinds Road. spoke about the excavation on Tradewinds. John VanEepoel. Tradewinds Road. also spoke about the excavation and asked that the City shut down these dirt selling businesses. Tuskabay Development on Lake Tuscawilla. Phase II: In doing the plat the developer discovered that the north 60 feet are within the city limits of Winter Springs. Motion was made by Commissioner Grove to place the signing of the plat for Tuskabay on the Agenda. Seconded by Commissioner Jacobs. Discussion. Vote on the motion: Commissioner Hoffmann. aye; Commissioner Adk~ns. aye; Commissioner Jacobs. aye; Commissioner Grove. aye; Commissioner ,Hartman. aye; motion carried. Motion was made by Commissioner Jacobs to authorize the Mayor and City Clerk to sign off on the plat of Tuskabay Phase II. Seconded by Commissioner Hoffmann. Discussion. The City Enginee~ approved the project contingent on heavier manhole covers. The Maintenance Bond has been approved for legal content and amount. August 8, 1990 TO: Land Development Coordinator FROM: City Engineer ~ SUBJECT: Parcel 90 - Arbor Glen . An "as-built" inspection of the project Parcel 90, Arbor Glen, was conducted on May 31, 1990. The inspection revealed that the "as-built" engineering plans were in general conformance with the approved engineering plans. It was noted that the manhole covers at the stormwatcr inlets were made of a very light metal. It was requested that the developer, Gulfstream Orlando, Inc. provide a heavier manhole cover. The reason for the request was to provide a greater degree of safety for pedestrians. Mr. Glen Marvin of Gulfstream said he would provide heavier covers. He has encountered some difficulties in placing manhole covers at the stormwater inlet manholes. It is recommended that the project be accepted by the City contingent upon heavier manhole covers of eighty to one hundred pounds replacing the existing lighter manhole covers. However, our City in its infInite wisdom paid over $13,000,000 for it this year! And there are a number of irregularities and unanswered questions relative to this purchase. For instance, d\d fOU know that Commissioner Cindy Kaehler was flown to New York by the bond underwriter for the bond signing and she didn't even attend: instead Commissioner Kaehler visited her brother and flew back at her convenience, at our expense. The funds that paid for her trip were generated by you each time you and one of your family flush the commode! ~ ~ . Please attend the August 13th meeting at City Hall and ask questions of your City officials. For example. . . Why did the City pay a 1995 price of over $13,OOO,OOO? If the City is a better manager of the utility than the private owners were, why are there going to be 3 rate increases? Why did the City terminate a contract at the 11 th hour with a bond underwriter who has represented the City for many years and hire the underwriter recommended by the Seller? Why didn't the Commissioners know that Tuscawilla Park, the medians, etc. were included in the acquisition? Up to now the developer had to pay the annual cost to maintain all of these common areas. Now we have to bear this expense! All the consultants, engineers, underwriters, attorneys, etc. involved in this utility purchase are supposed to be at the August 13th meeting to answer your questions. Please attend. On behalf of the Babe Ruth Baseball program of Winter Springs, we would like to present proposals regarding the use of Tuscawilla Park and the Super Park. A give and take situation is obviously necessary in order not to disrupt the existing use of the fields. We therefore propose the following with regard to Tuscawilla. Babe Ruth will be responsible for: . 1. Mow the existing baseball fields and groom same for the use of the League and other entities. 2. Coordinate th~ use of the fields through equitable scheduling of all available practice times. 3. Build two additional fields without disrupting the existing soccer field per drawing (This is to avoid making field time available to other organizations when we play our games). Portions of the existing infields will be sodded for easier maintenance. Any clay removed from the existing fields will be used in the new fields. 4. Place a temporary shcd on site for field equipment. 5. Build temporary stands and dugouts for games. 6. Bring on site a portable concession stand and arrange for garbage patrol and pick up. 7. Pipe water lines to each field (to backstop area) for hose sprinkling the infields. Pipes to have key valves so as not to be usable by unauthorized individuals. . . . ,. We would like to request that the baseball fields to be built at the Super Park be dedicated for the use of regulation games to be played during the season by Babe Ruth Baseball League. These fields would be used for both a spring and winter season. Attached is a diagram which could be placed at the city's choice of location (preferably using the same north/south orientation for the sake of sun while playing games). This would allow for six fields for baseball/softball and one soccer field In the same area. The baseball/softball fields would be as follows: 1. A regulation 90 foot baseline field with a mInImUm fence distance of 330 feet down the lines and four hundred feet to centcr field from home platc. (13-18 year old baseball). 2. Two fields with 60 foot baselines with a minimum fence distance of 225 feet down the lines and 285 to center field from home plate (9-12 year old baseball). 3. One 60 foot baseline field with a minimum fence distance of 275 feet to accommodate baseball and softball up to and including adult softball. 4. One socccr field with two back stops outside the playing field so that two games could be held with children ages 5-6 for tee ball and 7-8 for machine pitch at the same time. No clay area is necessary for these ages and the field would be fully serviceable year-round for soccer. With regard to the Super Park, Babe Ruth Baseball will: 1. Maintain the playing fields including the mowing of the grass on a year round basis in the area dedicated to both base ba II and softball., \ 2. Pay for all water, electric and garbage service and field maintenance on a year round basis for the area dedicated to baseball and softball. 3. Build fields, fences, concession stands, rest rooms for baseball/softball field area, sprinkler systems, lights, storerooms, meeting rooms and scoreboards with fully licensed general contractors in a workmanlike manner In compliance with all specifications submitted, at a price that would include no profit or overhead. Many of the materials required will be donated further reducing the cost of this complex. 4. Management of the concession stand on a year round basis which will remain open for all sporting events. The profits from the operation of the concession stand to be split . . . \ \ . . equitably among both the youth and adult programs USing this complex. In return we request, pnmary management and scheduling responsibility of the baseball/softball portion of the complex. We would assist the city in any instructional youth sports programs, that it may wish to operate. We would make available time slots for these programs and manpower on the fields to assist. An early answer would be most appreciated so that we may plan our fall program and be ready for the spring of 1991. Our fall program will run from early September 1990 and conclude in early December, 1990. The Spring program will begin in February of 1991, and conclude in July of 1991. The field improvements at Tuscawilla will be completed during the winter months. Any questions with regard to the foregoing should be directed to either of us.
