Dear Dick:
I understand that our neighbor received approval for its "condominium"
development (which I believe will be marketed as rental apartments). I hope that the
quality of construction will be in keeping with the club and the neighborhood. Since
the units border our club at our entrance, the apartments aesthetically impact us.
Would you please send me a copy of the final plan and any conditions which are incor-
para ted in the City's approval.
As I have previously discussed with you, the master plan for the entire
Tuscawilla project which governs the use of the club property provided for "guest cot-
tages" and "condominium" uses on several areas of our property. I have enclosed a copy
of the plan on which I have circled the areas in question.
Although as I have said to the homeowner's association my ultimate intent is to
construct 25 to 50 single family homes on our extra land, single family use will require
a land plan change. In the meantime" with the onset of concurrency legislation and
other rumored changes to the City'S plan, in order to protect our already vested rights
to "guest cottages" and "condominiums" I I would like to immediately proceed with a f)
plan to develop those parcels as permitted. I would like to set up in the next several
weeks a work session with the City and representatives of the homeowners to discuss
our development rights and the possible compromises which might be reached. I will
contact Paul Partyka and Moti Khemlani to arrange a date for the serion.

SUBJECT: Parcel 51 Final Engineering
The engineering for this Condominium development on Winter Springs Boulevard
adjacent on the west to the Country Club appears to include all the planning
requirements attached to the preliminary approval.
Whereas it is unfortunate that the roadway meets only private street standards
and that was accomplished simply by reducing the depth of the greenspace
between the parking spaces and the building, the architecture and external
building materials to be utilized by this developer are more appropriate to the
area than those presented when this condominium first was proposed and the
landscaping plan is quite extensive.
As suggested at the Staff Review, it would be better to add more buffering
along the southwest of Building 3, which is near Augusta National Boulevard,
for the benefit of both.
Also, I assume the final Condominium Exhibit (recorded in place of a plat) will
be filed prior to any occupancy, to assure the es tabl ishment of this
development as a true condominium over the long term.

Dear Mr. Rosanskey:
I am writing to request approval from the City Corrmission for temporary
installation of a rrodular building on our site at 580 Old Sanford/Oviedo Road.
We w:>uld like permission to maintain this structure on our site fora period
of tv,Q years to relieve overcrowding while we proceed with construction of
permanent facilities.
.
We propose to install a rrodular building of approximately 20 x 30 feet in
size on blocks at the approximate location shown on the attached drawing. This
unit w:>uld be anchored, wired, and finished according to building codes for use
as office and rreeting space for substance abuse treabrent and prevention pro-
grams.
The legal description of the site is:
Lot 5 of Entzminger Fanus as recorded in Plat Book 5 on Page 9
of the public records of Seminole County, Florida.
Within the next 4 to 6 weeks we will be submitting a site plan to the City
for approval of a tw:> phase building project. This project will be completed
over a 1 to 2 year period and will eliminate current overcrowding, relieving
the need for the temporary structure described herein. Financing for phase
one is assured and financinl} for phase tv,Q looks very promising.

Grove Counseling Center, Temporary Permit Request
With regard to the request for a Temporary permit of a modular building,
it is recommended that the permit be issued for only nine (9) months with
the condition that a site plan be submitted and approved for the required
expansion of the property, and construction to commence in 90 days.
In the past there was a site plan submitted and approved without
further action being implemented by the Grove Counseling Center.
Final engineering and site plan was approved by the City Commission on
April 11, 1988.
Again, the approved site plan was allowed to be extended on April 18,
1989 for an additional six months and again the site plan was not implemented
within the six month extended period.

SUBJECT: Request from The Grove for Approval of Installation of Temporary
Building at Wade Street and Old Sanford-0viedo Road
Since The Grove has been utilizing from the early 1980s a remodeled house that
had been pre-existing on their property, along with a concrete block
administrative building constructed in 1984, I see no reason to oppose a
temporary approval for the requested structure as long as all safety concerns
of other Staff are satisfied.
I suggest, though, that the applicant be asked to elaborate on two matters to
assure the Conunission such approval is appropriate:
1. If this temporary building is to be used as office and
meeting space, is it The Grove's intent to continue similar
use of the concrete block building added in 1984, or would
that became a residential facility?
2. Since the 1989 engineering for The Grove's ul timate
expanded facility expired prior to their acquiring funding
for that developnent, what is the actual timetable for the
funding for the building project mentioned in The Grove
letter dated March 1, 1990?

Mar Mr. LeBlanc:
~jS letter is to request an abandonment for an existing thirty foot (30') drainage easement located
on the future Chestnut Ridge site. The easement location needs to be altered in order for the proposed
storm drain pipe to tie into an existing storm drain structure. A portion of the channel will be piped
with approximately 200 L.F. of forty~elght inch (48") of reinforced concrete pipe which will have
a fifteen foot (15') drainage easement centered on the pipe. This pipe has been sized to accommodate
off~site drainage, which will help enhance the overall storm drain system of the area. The other
portion of the channel will be undisturbed and will have a forty foot (40') drainage easement centered
on the channel.
Enclosed please find a map showing the above referred to easements along with legal descriptions.

Upon reviewing tna easement abandonment of the 30 foot

1nd ditch with a 15 foot drainage easement and 48 inch
HCP drainage pipe, it was determined that this oonfiguration
would be satisfactory.
