WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS DECEMBER 17, 1990 The Workshop Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Mayor Philip A. Kulbes at 7:00 p. m. Roll Call: Mayor Philip A. Kulbes, present Deputy Mayor Paul P. Partyka, present City Manager Richard Rozansky, present Commissioners: Cindy Kaehler, present Don Jonas, present John Langellotti, present Terri Donnelly, present Lake Jesup Park Update: Mr. Barth of Glatting Lopez Kercher Anglin, Inc. said the items to be reviewed will be the Schedule, the Design Development submittal and the construction estimate. Mr. Barth explained that in addition to the Baseball Complex, Phase 1 includes the grading of all the sites, the construction of the retention basin, grading of the ampitheatre area and a walkway system that will probably not include the Boardwalk, but will include some kind of walkway and access down by the lake front; so the residents of Winter Springs will have the use of the entire site at the completion of Phase 1. . Mr. Barth reviewed the time schedule. He said we are now in the design development submittal and this is a period where they wait for any comments for a week or so. The bulk of the time on the whole schedule is for permitting, which includes everything from the railroad crossing to Department of Transportation permits to environmental permits. The access issue has gotten fairly complex in terms of working with DOT and the railroad. Jim Van Ostran of Webb & Associates, explained that the Department of Transportation is proposing to relocate Wagner's Curve. It is in their 5 year plan, and our park is scheduled to be open long before that. He said we have a kind of dilemma. We need to build a new left and right turn lane and at the same time knowing that the DOT is going to relocate the whole curve later on, so what we are trying to do is come up with a satisfactory and safe situation in the interim. Mr. Van Ostran said they have a meeting with DOT after the first of the year, and would like to put the money toward beneficial long term solutions and see if it could possibly be done sooner. Also if we have to construct the turning lanes we may also need to purchase additional right- of-way. Mr. Barth explained the biggest concern the Consulting Team has is getting the access worked out with DOT and the railroad crossing and the additional expense for improving that roadway have gotten to be the biggest issues they have had to deal with. Then Mr. Barth reviewed and discussed the construction documents. Mr. Van Ostran said the railroad crossing with gates will cost around $80,000 for that improvement. Mr. Barth spoke about vacating Clifton Road as an alternative to widening it. . Mr. Van Ostran said an artesian well has been found on site and the decision was to leave this one flowing because it is adding to the value of the wetlands along the shore. Workshop Meeting, City Commission, Dec. 17, 1990 Page 2 . Mr. Barth talked about the ballfield building and the maintenance building. The ballfield building will be two story, square building with a chair-lift for the handicapped. The maintenance building is a rectangular, high ceiling, two bays, a very standard building. Mr. Barth said the walkway gives access to everything. Nancy Prine spoke about the landscaping and getting water to the site. Mr. Barth said they are proposing wood routing signs and proposing to surround the site with chain link fence, but in areas where they want to set the tone, such as the entrance, they will use wood rail fencing to create a countryside image. Two types of paving are being proposed, a shell path or exposed aggregate. The shell creates problems for wheelchairs. Lighting was discussed. Commissioner Jonas said they talked to the City of Orlando and they are willing to donate some of their lighting fixtures; Commissioner Kaehler suggested solar lighting for low level lighting. Entering the park utilizing Brantley to Orange Avenue was discussed. Mr. Barth said they did not have the information as to the costs or what the County would require as far as using those roads. Mr. Barth explained they are designing the park internally and until they know what is the best situation, they are not going to corne to the Commission about the entrance. . Mr. Barth then discussed the cost estimates. The biggest cost difference in the previous cost estimate and this one is the Infrastructure, and the big part are the requirements for S. R. 434. Mr. Barth said if the Commission has any concerns with the direction the team is going he would like to know now. If there are any specific comments he asked they be turned into Staff as this is the official feedback period. Mayor Kulbes announced on January 5, 1991 at 10:00 a.m. there will be a kick-off for the recycling program here at City Hall. On January 7, 1991 the Commission will have a Workshop Meeting on Vistawilla Drive. On January 9, 1991 a joint Workshop Meeting will be held by the Commission and the Planning & Zoning Board to consider the Comprehensive Plan. February 4th and 18th the Commission will hold Workshop Meetings on the Comprehensive Plan. A joint session with the Planning & Zoning Board will be held on Feb. 27, 1991. March 4 and March 11 will be public hearings and March 25th the Comprehensive Plan will be on the Agenda for adoption. Commissioner Kaehler announced January 3rd will be the next Park Committee meeting and first on the Agenda will be the names for the park. The Commission was asked to submit the names of the persons they have selected to be the judges to the City Clerk. Mr. Barth said they are working on the Grant and that he presented a landscape concept to the BOWS Committee. . Meeting was adjourned 9:30 p.m. Respectfully submitted, Mary T. Norton, City Clerk
