WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS, OCTOBER 15, 1990 The Workshop Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Mayor Leanne M. Grove at 7:00 p.m. Roll Call: Mayor Leanne M. Grove, present Deputy Mayor Cindy Kaehler, present City Manager Richard Rozansky, present City Attorney Tom Lang, present Commissioners: Arthur Hoffmann, present Philip A. Kulbes, present William A. Jacobs, present Paul P. Partyka, present Review of Phase I of Master Plan: Mr. David Barth of Glatting Lopez Kercher the Commission approved Phase I minus the and the playground at their last meeting. Anglin, spoke to the Commission. He said caretaker's residence, the tennis courts He said he has summarized the costs, and as of Oct. 8th the cost estimate was $2,089,423.00. At the last meeting the caretaker's residence, tennis courts and playground were deleted in the amount of 116,000.00 Amount of the approved plan on Oct. 8th 1,973,423.00 Since then, there was a meeting with Staff to talk about consulting fees, and it was reduced 7,615.00 The estimate is now $1,965,808.00 Commissioner Partyka said we should think about the five million dollar cost of the park. He said if we decide this is Phase I, when are the people going to get Phase 2 and how much is it going to cost them. He said he is not against spending five million dollars if that is what the community wants, but we have to figure out how to get the five million dollars. He said his overall comment and summary is we have a total project that ought to be considered in a very responsible fashion, and how to tell the people where we are going to get the rest of the money. Commissioner Kaehler reported at the meeting held on Thursday there were some very enthusiastic people from allover the City who were willing to work on the park. Commissioner Kaehler recommended the basic first step should be to clear and grub the entire park; we may not be able to light the ballfields right now, which would be a savings of approximately $200,000. Mr. Brian King, President of the Seminole Soccer Society and John Burns, Vice President, offered help on the soccer field. The National Audubon Society, Florida Native Plant Society, and Florida Trail Association all offered their assistnace. Glenn Whitsett, Bill Johnson, David Hopkins, John Ferring and Tim Johnson all offered their assistance. Discussion followed.
