WORKSHOP MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
JULY 30, 1990
The Workshop Meeting was called to order by Mayor Leanne M. Grove at 7:00 p.m.

City Manager Richard Rozansky, present

Park Development:

Mr. Barth was present,
the Recreation Survey,
Site/Survey Report-Mr. David Barth of Glatting Lopez Kercher
and he presented a Site Report, a Summary of Results of
and a Preliminary Development Program.
In review of the Site Report, the proposed realignment of S.R. 434 and access to
the site was discussed. Also discussed was the topography, soils, land use,
wetlands, threatened and endangered species and infrastructure needs.
The next item discussed was the Survey, and based on that, a preliminary development
program was made. Mr. Barth was asked to find out what the costs are for building
. a swimming pool and also a therapeutic pool.
Manager Rozansky explained the prime objective was having adequate ballfields, and he
suggested a nice size facility for some indoor activities. Also a small facility
for on-site security should be considered.
Mayor Grove called a recess at 8:15 p.m. and called the Workshop Meeting back to
order at 8:20 p.m.
FY 90/91 Budget Department Review:
The first department reviewed by the Commission was the Police Department. Chief
Govoruhk was present to answer questions. No changes were made to that Budget.
City Manager Rozansky was given authorization for a letter of commitment for four
vehicles.
The next department reviewed was the Fire Department. Chief Holzman was present
to answer questions. Building a third fire station, and enlarging Station No. 1
was discussed. No changes were made.
The Public Works Department Budget was then reviewed. Gil Artman was present to
answer questions, and he explained that $27,000 for new vehicles was inadvertently
deleted from the Budget. Manager Rozansky said he would come back on that item.

Winter Springs Water & Sewer West was then discussed. Doug Taylor was present.

Winter Springs Water & Sewer East was then discussed. Mike DeWitt was present.
Depreciation and maintenance of the parks was discussed. Manager Rozansky explained
the Recreation Department and Public Works Department are keeping tabs on what they
and we are waiting for a report from the City Attorney regarding the park issue.
