HomeMy WebLinkAbout1989 12 18 Special . . e ~, TO: City Manager SUBJECT: Adoption of Second Set of 1989 Amendments to Comprehensive Plan DATE: December 14, 1989 We have received the required letter from the Department of Community Affairs finding the present two amendments consistent with our existing Comprehensive Plan, so that we may proceed with final action Monday evening under the continued public hearings (Agenda items 3 and 4). Regarding Amendment 2 - the park property - no comments were expressed by any agency. Regarding Amendment 1 - the five acres on the south side of S.R. 434 which was the original access into the "400 acres" - protection of the needed additional right-of-way for S.R. 434 is stressed. Please note that both the City's original submittal to the State for review of these amendments and Ordinance 476 specifically exclude the north 71 feet of this property from the reclassification to Commercial so that reserved right-of-way will not be developable as part of any commercial enterprise. The re~iew indicated that the proposed amendments are consistent ~ith the statutory requirements which were in effect prior to oCiober, 1985. However, please note the concerns expressed b the Florida Department of Transportation relatinq to right-of-wa protection along S.R. 434 for Amendment 1. In addition, tIe City may want to provide access from the commercial development. proposed in Amendment 1 to the residential land uses to the Bout in order to provide convenient and efficient traffic circulation. Hook Department of Community Affairs Bureau of Local Planning 2740 Centerview Drive Tallahassee, Florida 32399 Re: City of Winter Springs Plan Amendments Dear Mr. Hook: The Department has reviewed the City of Winter Springs Plan Amendments and offers the following comments: AMENDMENT 1 SR 434 currently operates at a peak hour level of service "E", approaching "F", in this area. The FDOT minimum acceptable level of service standard for this portion of SR 434 is "E". As stated in the Amendment, SR 434 is planned for widening with right-of-way acquisition scheduled in 1991-92. Construction is not funded at this time. A portion of this parcel will be affected by the right-of-way needs of this project. Right-of-way reservation maps have been filed in Seminole County and should be consulted. SR 434 has an ultimate build-out potential of six lanes. Right-of-way protection and building setbacks should be sufficient to allow for future expansion. Honorable Leanne Grove, Mayor City of winter Springs 1126 East S.R. 434 winter springs, FL 32708 SUBJECT: Second City of winter Springs Comprehensive Plan Amendments for 1989 Dear M~e:~~~~e The County has reviewed the subject amendments and offers the following comments: Amendment '1 - Rural Residential to Commercial and associated rezoning from R-U (Rural-Urban) to C-l (Neighborhood Commercial) on approximately five acres (BCC District 2) The County has no objection to the proposed amendment; however, recommends that d~e to the existing level of service on S.R. 434 (D/E on and off peak hours) no development order should be issued for this property until 4-laning of S.R. 434 is complete. If rezoned, the following items are recommended to be addressed prior to issuance of any development permits: State Road 434 3. Coordination with FDOT for dedication of right-of- way; b. Left turn lane and taper; c. Cross access/joint use easements; d. Five (5) foot sidewalk; e. Approval of access, and accomodation of drainage by the County to be reviewed by the County Engineer; and f. Payment of Road Impact Fee.
