G. Marvin and B. Austin represented the project. Staff members present were Archer, Artman, Govoruhk, Holzman, Hursh, Koch, Kozlov, LeBlanc and Taylor. The developer is responsible for furnishing the Building ,Department with a copy of the lighting plan when Florida Power designs it. He is also to furnish a copy of the road cut approval which the County issued to the Police Department. The Arbor Ordinance and permits were discussed. Traffic and street signs will be installed by Public Works and the developer will be billed for them. ~ There was discussion on the buffer between the project and Unit 6 - there will be a 15' conservation and utility easement on the rear of those lots in Parcel 90. ~here was also discussion on the retention/detention'ponds in the middle of the project. There will be a four (4) foot chain link fence around these. It was suggested that either landscaping or green plaid vinyl be installed to provide a visual buffer. He has not submItted this document to the Building Department tor fInal approval at thIs wr I t i ng . During the staff review, I also discussed slgnage requirements upon completion of infrastructure. It was also mentIoned that the City requires a standard color coding scheme for all fire hydrants. I also asked that the Developer coordInate all underground utility installation at one time. FLORIDA 32708 Telephone (305) 327-1641 October 3, 1989 MEMORANDUM TO: Don LeBlanc FROM: Doug Taylor ~~ RE: Tuscawilla Parcel 90 The water and sewer design meets the requirements of Winter Springs Water & Sewer's specifications. -- \ October 3, 1989 TO: Land Developnent Coordinator SUBJECT: Tuscawilla Parcel 90 Final Engineering The engineering plans and the landscaping and wall plans received August 1 for this developnent include all the buffers requested at prior meetings except one item, and this also now is resolved as described below. There will be a six foot brick wall all along Tuscawilla Road and along the rear lines of the end lots north and south to buffer against traffic view, sound, and lights. The one road accessing Tuscawilla Road will have entry feature walls and extensive landscaping. Trees and shrubs will also line the right-of-way outside the perimeter wall. - On the eastern boundary adjacent to Unit 6 a 15 foot conservation easement will be platted along the rear lines of the Parcel 90 lots. This natural area is intended to be left undisturbed. To accomplish this, as the Deed Restrictions should include a section prohibiting any vegetation removal other than minor hand clearing in this easement. Retention J;XJnds are enclosed by five foot chain link fence. To make this less obtrusive, fence along the internal roadway is shown to be green Vinyl-clad. It was suggested to the developer that it would be preferable to use the green vinyl-clad fencing also around the J;XJnds where they are visible to the rear and side of lots and to plant shrubbery around the fences where they are close in to building lots. The Final Engineering for this project was approved by the Commission on November 28, 1989 with the stipulation that a Certificate of Occupancy not be issued until a lighting plan for the parking lot be approved by the Commission Attached is the lighting plan and comments from the Building Official. - DRL/gh cc: Mayor Commission City Attorney City Clerk - --'" MEMO: 9/26/89 TO: FROM: SUBJECT: LAND DEVELOPMENT C~R BUILDING OFFICIAL ---- LIGHTS FOR COUNTRY CLUB BUILDING The latest reV1Slon (9/20/89) to the lighting plan for the Tuscawilla Country Club parking lot has been reviewed and is considered more than adequate. It consists of 12 lights on six (6) poles, 35 ft. high. This should be scheduled for approval by the City Commission at the earliest date so installation can be scheduled. ,-
