SUBJECT: TEMPORARY OFFICE TRAILER, WINTER MILLING
On August 30, 1989, I contacted Mr. Dan Stevens of Winter Milling Co.,
Orange Avenue about his trailer permit being expired as of August 22.
He stated he would be in with letter stating his desire for an extension
in time to get on the agenda for September 11, commission meeting.

Dear Mr. Rozansky:
Mr. Donald R. LeBlanc recently brought to our attention the fact that our
temporary permit for an on site trailer had expired. He informed us by
letter that if we wanted to renew that permit, we should contact you and
request to be put on the Commission agenda.
Therefore, on behalf of the Episcopal Church of the New Covenant, I am
asking you if we can be put on the Commission's agenda.

We are presently working with an architect, Mr. Richard Matz, of Maitland,
on future facilities. We hope to being our capital funds drive within the
next month with the plan to break ground in the middle of 1990. So, we are
forging ahead, but not as quickly as we would have liked.

RE: Temporary Trailer Permit
Dear Reverend Brewer:
The City is in receipt of your letter dated August 30, 1989 requesting a renewal
of your temporary trailer permit.
Renewal is not an automatic process upon payment of fees. Section 20-412 states
that the City Commission can grant a temporary permit.

The City Commission granted the Church of the New Covenant a permit on July 13,
1987 for a period of twenty four (24) months.
It is incumbent upon the recipient of a permit to follow the terms of the permit.
The City makes periodic reviews of the permits to see that individuals are in
compliance with the permit, but it is not a function of this review to notify
an individual that a permit is ready to expire.
Therefore, your check numbered 7836 in the amount of $500.00 is being returned.
The proper procedure is to write a letter to the City Manager, Mr. Richard Rozansky,
requesting to be put on the Commission Agenda concerning a temporary permit for
a trailer.
Please contact me if further information is required.

Dear Mr. LeBlanc:
Several weeks ago I received a letter from Mr. G. B. Archer, Building
Official of the City of Winter Springs (copy enclosed). As you will see
by the letter, our trailer permit has expired and a renewal was requested.
We will be needing the trailer on our premises for at least another year.
We are in the process of having a building fund campaign, and hope that
we will be able to remove the trailer when more room is available.
It is hoped that we can begin construction in the new year. We have en-
gaged Mr. Richard Matz as our architect. Mr. Matz is at 1155 Louisiana
Avenue in Winter Park, and his phone number is 629-4034 should you require
further information about our prospective buildings.
I understand from Mr. Archer's letter that it is necessary for me to pre-
sent my case at some future time. Also please find enclosed a check for
$500.00.

Dear Reverend Brewer:
In March, I wrote to you that your trailer permit would expire on
July 20, 1989. It is now into August and we do not have a request
for renewal.
If you still desire to use this trailer, you should address the re-
quirements by letter to Mr. Donald LeBlanc, Land Development Coordi-
nator at the City Hall address and enclose your check for $500.00.
He will then arrange for presentation of the request before the
Commission and inform you of the time to appear and present your case.
Since this is past due now, you should do the above at your earliest
convenience.
