During the past Summer Youth Programs the City of Winter Springs Recreational Department hired top caliber teachers and assistant instruc- tors. Our program was a great success. In the previous two years we hired personnel from the Private Industrial Council and the program was not com- parable with the past year. I feel with qualified personnel that our program will grow and be one of the best in Florida. As in every field of endeavor you get what you pay for. I would like to request the following line Code transfers within the Recreation Department budget to insure that we have the type of personnel to supervise the children of Winter Springs. A. WINTER SPRINGS RECREATION DEPARTMENT SUMMER YOUTH PROGRAM 1989 REGISTRATION All registration will be held at the Winter Springs Civic Center. Session #1 - May 20, 1989 -9:00 a.m.-12:00 p.m. Session #2 - July 1, 1989 - 9:00 a.m. - 12:00 p.m. PROGRAM Session #1 June 12 thru July 7, 1989 Session #2 July 10 thru August 4, 1989 HOURS Monday thru Friday 9:00 a.m. - 4:00 p.m. AGES Six (6) years (with one year organized school) to 12 years of age. FEES $100.00 per child per session, in fairness to other families no child can enroll in both sessions' unless we do not meet the maximum of Fifty (50) in the second session of the program. REGISTRATION .WILL BE ON A FIRST COME FIRST SERVE BASIS.. Fees include the following: Arts and Crafts, Bowling, Swimming, Playground Activities, etc. Also includes Zoo and Wekiva Springs. We want all the children participating in the program to have a fun Summer therefore, if a child becomes a discipline problem he/she may be expelled from the remainder of the program. . Cash for field trips is due two days prior to the field trip. There will be no refunds. . Post Office Box 1 Casselberry, FL 32707 CITY OF WINTER SPRINGS CITY ENGINEER March 21, 1989 Honorable Leanne Grove, Mayor City of Winter Springs 1126 East S.R. 434 Winter Springs, FL 32708 Dear Mayor Grove: Our company owns property which drains through the Foxmore area in your city and then into Gee Creek. Around 1971 Florida Land Co. bulldozed the natural drainage which was a small stream winding, through the property from Casselberry, and into Gee Creek. This was done with the approval of Winter Springs which I believe was unaware of the stream at the time. The functions of this stream was partially replaced by two new routes. One at the north west corner of the Foxmore property, which then flowed back into Casselberry. The other at a pipe at Elmwood ct., which then flows through two ponds and into Gee Creek. When I asked Florida Land Co. for an easement for the northwest route they responded in their typical fashion, they bulldozed it. This left the 150 acre drainage basin totally reliant on the Elmwood ct., Winter Springs system for drainage. Recently I briefed Leonard Kozlov on the drainage problems in the area, specifically to get his OK on a code authorized open drainage swale in the northwest area. Of course it would require the permission of the property owners, but I wanted to give him the courtesy of a full, briefing and get his approval for a solution to the problem. His solution on March 9, was to bulldoze the Elmwood Ct. pipe, thereby eliminating the last remaining positive outfall for at least 150 acres upstream. This will result in flOOding and economic damage to upstream users, including ourselves. Obviously we are not going to let this go unchallenged. .. / . . . , .. Before that happens I would like to address the city Cooonission to brief them and hopefully find problem solvers instead of obstructionists. It will take at least 30 minutes and needs to be done as soon as possible. Use of the overhead projector will provide the best graphic presentation. In reference to your letter dated February 24, 1989, you are making a stat~nt that the drainage pipe at ElnwxXi Court and Murphy Road provides out- fall drainage for the undeveloped property noted in the City as Foxmoor IV. According to the engineering on file, this pipe is required to be plugged at the stub-out street of Elrnwood Court juxtaposition to the undeveloped Foxmoor IV. There is to be no drainage from- Foxmoor IV entering this pipe, as was previously approved by the City Commission, therefore your concerns are u.nwarranted as to the City providing drainage for this area. Surface water from this property is improperly draining into the City drainage systen.' The drain pipe was not ei tiler properly plugged or it has been clandestinely unplugged. - I r I As in our pervious meeting, you had pointed out that there was a twelve (12) inch drainage pipe located inside Casselberry, adjacent to the northwest corner of Foxmoor IV, taking drainage fran the Casselberry side of this basin and discharging stormwater to the north onto County property, designated .Johnson IS Poul try Farms. You mentioned that this pipe exi$'l:s in a five , 5) foot drainage easement in Casselberry. It is recanmended that you examine and take steps to exp;md this thelve (12) inch stormwater drainage pipe to acconunodate the necessary stormwater drainage in the basin located in Casselberry. , Bear in mind, Fo."<ffiOOr IV is undeveloped and no plans of any kind have been received for developnent of this site. If indeed, developnent plans were received, then drainage of the project would be subject to all Federal, State and Ci ty laws, ordinances and regulations and proper engineering design practices.
