WORKSHOP MEETING CITY COMMISSION OF WINTER SPRINGS WITH BOARD OF COUNTY COMMISSIONERS MONDAY, APRIL 17, 1989 AT WINTER SPRINGS CITY HALL The Workshop Meeting was called to order by Mayor Leanne M. Grove at 7:00 p. m. Present: Mayor Leanne M. Grove Deputy Mayor Philip A. Kulbes Commissioner Cindy Kaehler Commissioner Arthur Hoffmann Commissioner William A. Jacobs Commissioner Paul P. Partyka Board of County Commissioners: Sandra Glenn, Chairman Robert Sturm Fred Streetman Jennifer Kelley Pat Warren Also present: Ken Hooper, County Administrator Jim Bible, Assistant County Administrator Montye Beamer, Assistant County Administrator Bob McMillan, County Attorney City/County Relations/Inter-Governmental Coordination: Mayor Grove thanked the Board of County Commissioners and their Staff for being present for the Workshop Meeting. The purpose of the meeting was to discuss any outstanding problems or any particular items and issues. Chairman Glenn said she has received a letter from City Manager Rozansky regarding the drainage at Tuscawilla Road and S.R. 434 and that will be looked at in the new Budget. On April 25th the Duda Lands Inc. DRI will be presented to the Board in a public forum. Chairman Glenn said it was her understanding that the City of Oviedo and the City of Winter Springs would be making presentations. Various items were then discussed. Mayor Grove talked about the interlocal agreement on maintenance of vehicles for the Fire Department. Mr. Hooper said that MLS was awarded the contract to do the maintenance of vehicles for the County, and the City of Winter Springs would continue as they have under the interlocal agreement. Another item discussed was the constant cleaning up of the right of way of Tuscawilla Road by our Public Works Department. Ken Hooper said he would look into this problem. Commissioner Kulbes asked about coordinating paving projects with the County in order to save money and he was informed the City could purchase asphalt through the purchase order system under the County's contract. Commissioner Kulbes also spoke about the solid waste program and how it was going to be enforced. He said he is going to a Seminar this week and hopefully will bring back some information. . . . 1 Workshop Meeting City Commission with Board of County Commissioners Monday, April 17, 1989 Page 2 Commissioner Kaehler asked if the County checks on zoning before occupational licenses are issued. It was explained that occupational licenses are merely a tax, and th~t the County does not check the zoning before they issue a license, that is the responsibility of the purchaser of the license. The County is looking into ways 01 changing their procedures, however it was noted the County operates under the Florida Statute for occupational licenses. Commissioner Kaehler spoke about her two problems. One was the fact that the City of Winter Springs never received any grant monies and the other was the lawsuit over impact fees. Chairman Glenn said hopefully the court will give some direction on the lawsuit for impact fees. As to the grant monies, it was explained we are not the only city that has not received money from grants, and that there is never enough money to go around. The City is no longer participating in the grant process, however, there are still grants available under the small cities grants program. Chairman Glenn suggested we have another joint meeting in about four months with a prepared list of items to discuss. The Board invited our City officials to come up to the County to meet their Staff and to look over the operations at the County level. It was stated there will always be disagreements, but we do not have to be disagreeable. One last item Mayor Grove mentioned was the gentleman that lives at Tuscawilla Trail who asked for a turning lane into his subdivision. He said there have been a lot of minor accidents and asked if something could be done there right after Lake and before the Church of the New Covenant. Mayor Grove again thanked the Board of County Commissioners and their Staff for coming to the workshop meeting. Meeting was adjourned 9:45 p. m. Respectfully submitted, Mary T. Norton, City Clerk
