WORKSHOP MEETING WITH CITY COMMISSION, PLANNING & ZONING BOARD, BOARD OF ADJUSTMENT AND COMMERCE AND INDUSTRY DEVELOPMENT BOARD JANUARY 16, 1989 The Workshop Meeting was called to order by Mayor Leanne M. Grove at 7:30 p.m. Roll Call: Mayor Leanne M. Grove, present Deputy Mayor Philip A. Kulbes, present City Manager Richard Rozansky, absent City Attorney Frank Kruppenbacher, present Commissioners: Cindy Kaehler, present Arthur Hoffmann, present William A. Jacobs, present Paul P. Partyka, present Mayor Grove said the purpose of the Workshop was for the Commerce and Industry Board to share with the Commission and Planning and Zoning Board and Board of Adjustment what they feel their task is, what they feel the Commission has asked them to do. The Board members that were present introduced themselves. They were Jim Green, Board of Adjustment, Gene Dorman, Planning & Zoning Board Chairman, David Hopkins, Planning & Zoning Board, Nick Bozic, Board of Adjustment, David McLeod, Planning & Zoning Board and Terri Donnelly, Board of Adjustment. Mayor Grove turned the meeting over to Ruth Smith, Chairman of the Commerce and Industry Board. The Board members were introduced, Mr. Jim Cooper, Dr. Alan Fickett, Mr. Jon Hall and Mr. Tom Binford. Chairman Smith explained the board wanted to meet with the other people who would be involved in this type of endeavor. There is a lot of planning and a lot of behind the scenes work that needs to be done. She said the mission statement was developed as what they perceived their job to be. She said everyone on the Board is excited about it, and the Board felt if"we are going to put this together, we would like to know that we have the help and support and cooperation of all the areas of the City government along the line and along with their guidance and the input that is going to be required." Chairman Smith read the Mission Statement as follows: Presently the City of Winter Springs offers a large concentration of residential development, with the residents leaving the City for employment and recreation. Therefore, it is the goal of this Board to create and implement plans to attract clean, non-polluting commercial and industrial operations to the City. This is to be accomplished through the Board's study and review of the Comprehensive Land Plan; collection of a complete set of demographics such as population of a complete set of demographics such as population, traffic count, road projects, etc.; and publication of a brochure on the City including all of the above information. Upon completion of the above to formulate a marketing plan, and assist prospective companies with their site location, development and/or construction plans, and relocation process. Workshop Meeting, City Commission, January 16, 1989 Page 2 Discussion followed on the importance of the Comprehensive Land Plan and the update of the plan, and the revision of the commercial zoning code. Mayor Grove asked if we could all work together and do something about this "what I consider to be a blight on our inter-city part." Again it was emphasized for the need of the Boards to work together . Mr. Fickett pointed out that we are faced with the Growth Management Act of 1985 which requires an update of the Comprehensive Plan, and in 1992 concurrency with the plan. Norton, City Clerk .~. . . . /" January 6, 1989 TO: Ci ty Manager qt ~ City Engineer ~ Tuscawilla Uni t 17, Units 1 6( 2 (Glen Eagle) FROM: SUBJECT : A final "as-builtll engineering inspection of Tuscawilla Unit 17, Units 1 6( 2, was conducted on January 5, 1989. It was determined that the project was substantially built in conformance with the approved engineering. It is recanmended that the City Comm1ss1on accept the infrastructure with the caveat that when it is seasonally possible wi thin the next few months to place sod along the right-of-way of Winter Springs Boulevard adjacent to Tuscawilla 17, and maintain same for a period of time thereafter. /rnh cc: Land Developnent Coordinator Building Department
