HomeMy WebLinkAbout2009 11 23 Consent 200 Utilize BMW Motorcycles Of Daytona COMMISSION AGENDA CONSENT X ITEM 200 INFORMATIONAL PUBLIC HEARING REGULA November, 23, 2009 MGR EPT k 110 Meeting A thorization REQUEST: The Police Department requests to utilize BMW Motorcycles of Daytona, via quote/bid process, for the purchase of two (2) new police motorcycles in the amount of $29,739. PURPOSE: The city was recently awarded $109,351 as part of an Edward Byrne Grant for the purpose of purchasing police equipment. The Police Department requests the Commission to approve the expenditure of $29,739 from Edward Byrne Grant funds for the purchase of two (2) new replacement police motorcycles. CONSIDERATIONS: In 2003, the police department reorganized the Traffic Division and purchased four (4) new Harley Davidson motorcycles for the officers to ride. At that time, the Harley Davidson was the industry standard for most police applications. The original motorcycles were traded in May 2006 for new units, which we have had since. These motorcycles are requiring higher than normal maintenance costs and need to be traded quickly to maximize our return of investment. Originally, the plan for the motorcycles was to replace them every two years when the factory warranty expired, however, this plan never materialized. Our motorcycles are currently out of warranty coverage. The costs of the new motorcycles are as follows: Harley Davidson Base price- $15,529 Emergency equipment and installation costs- $2,675 Additional one -year warranty (to match standard BMW factory terms) $900. Total- $19,104. BMW Base price- $18,006. Emergency equipment and installation- $1,553 Total- $19,559 The Michigan State Police conducts thorough fleet vehicle tests yearly on all police vehicles on the market to allow potential buyers to make the best purchasing decisions based on the individual need. Nationwide, this is an accepted source for performance evaluation numbers for acceleration, braking, and handling for police fleet vehicles. For the 2009 model year, Harley Davidson made changes to their motorcycles which made them handle and stop differently than in previous years. Research was done on both the Harley Davidson motorcycles and the BMW motorcycles. We learned the Harley Davidson's were no longer able to meet the nationally accepted safety parameters for turning or stopping as tested by the Michigan State Police. The BMW unit will stop 21 feet quicker from 60 MPH than the Harley Davidson. The Harley Davidson unit will no longer execute emergency braking maneuvers as well as they did prior to their design change. Honda did not provide the Michigan State Police a test unit for evaluation; therefore, any performance claims by Honda cannot be verified in any quantifiable fashion. Warranty coverage from the factory and routine maintenance costs also sets the BMW apart from the Harley Davidson. Harley Davidson coverage is 24 months with unlimited mileage. BMW offers 39 months and 60,000 mile coverage. The BMW unit is also specially developed for the rigors of police use. As such, the suspension, battery, and charging system are all specific to this model. Published fuel economy numbers for the Harley Davidson are 54 MPG highway and the BMW unit is 65 MPG highway. Our officers had the opportunity to ride both units on the road and/or in a training environment. Ultimately, the decision was made to pursue BMW motorcycles for their combined rider safety features and our overall return of investment on our purchase. Additionally, BMW Motorcycles is willing to take two of our current Harley Davidson units in on trade at a rate of $6,000 per unit, sight unseen, which drops the cost of the new motorcycles significantly. BMW will provide the city with a safer motorcycle that is more fuel efficient, has a longer service life, and less frequent service intervals, ultimately saving money. Additional BMW dealerships around the state located in Tampa, Sarasota, Ft. Myers, Plantation, and Miami were contacted concerning submitting quotes for the purchase of these motorcycles. During this process, we either received no response or were unsuccessful in getting the information we requested from the dealerships. Many of the dealerships, mainly in the South Florida market were reluctant to participate in any fashion since they doubted they would get our business. The Orlando BMW dealership is owned by BMW of Daytona and the dealership in Tallahassee has gone out of business. FUNDING: Funding for the purchase of the two motorcycles will come from Edward Byrne Grant funds, purchased under quote/bid process through BMW Motorcycles of Daytona. RECOMMENDATION: Approve the use of BMW Motorcycles of Daytona, via quote/bid process, for the purchase of two (2) new police motorcycles. IMPLEMENTATION SCHEDULE: Immediately upon Commission approval. COMMISSION ACTION: 1
