HomeMy WebLinkAbout1988 10 17 City Commission Workshop Minutes WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS MONDAY, OCTOBER 17, 1988 The Workshop Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Mayor Leanne M. Grove at 7:00 p. m. Roll Call: Mayor Leanne M. Grove, present Deputy Mayor Arthur Hoffmann, present City Manager Richard Rozansky, present City Attorney Frank Kruppenbacher, present Commissioners: Cindy Kaehler, present Philip A. Ku1bes, present William A. Jacobs, present Martin Trencher, present 434 Partnership: Mr. Allan Keen, owner of the property gave the presentation. Also present were Turgut Dervish, Traffic Engineer, Jim Morgan, Environmental Consultant and Don McIntosh. Mr. Keen said they requested this Workshop to discuss several major issues and hopefully get a consensus or thoughts on these issues. First issue discussed was the road systems, the second the parks and the third issue was the phasing plan. Mr. Keen spoke about the meeting that was held several months ago on the zoning issue. At that meeting he said they made a fairly lengthy presentation and certain commitments, part of which were required under the Settlement Agreement for it to be upheld, and some of which were outside of the Settlement Agreement which they did voluntarily. He said they are trying to take into account the things that are in the best interest of the City so that the project not only gets approved, but that it is successful and something the City can be proud of and he can be proud of. Be1-Aire will be developing the project and Don McIntosh's firm will remain to the end. A preliminary plan has been presented to the City Staff based on several meetings that have been held. There have been several revisions to the plan and he was prepared to resubmit it and hopefully take it through the process to Planning & Zoning and to the Commission. Mr. Keen said at the meeting on the zoning issue, several issues came up which were required items, one was Bahama Road, and he said he will provide the right of way for the dedication of Bahama Road. Another important item to Staff was a north south through road in addition to the Trotwood connection which was in the Comprehensive Land Plan to connect Oak Forest Phase 8 with a north south road system. Mr. Keen said with this plan, in addition to the voluntary contribution of the $25,000, he will dedicate to the City 21.2 acres of net useab1e park area and a total of 34 acres of what he calls passive park areas to be used as jogging trails, picnic areas, etc. There was discussion of the park in the Alton Road area, but that was up to the Commission to decide if Alton Road will ever be developed. Mr. Keen said the main differences in this plan and the previous plan was the layout of the streets and the size of the lots. In discussion of drainage Mr. McIntosh said the project will have curbs and gutters and underdrains on both sides of every street, and he pointed out the stormwater management facilities on the plan. He said the St. Johns Water Management District is processing their application now and they will have the permit before final engineering plans are submitted. Workshop Meeting, City Commission, Monday, Oct. 17, 1988 Page 2 Mr. Keen said there will be a mandatory homeowners association and the homeowners will be required to maintain the stormwater management system. Commissioner Trencher asked how all the changes and adjustments and commitments will be documented. Mr. McIntosh said there will be two ways, one is through the Developer's AGreement which he is ready to execute and require Be1-Aire to take assignment to. The second way would be that the preliminary plat is going to resolve a lot of these issues, and as a final condition they have to take title subject to the preliminary plat being approved. Attorney Kruppenbacher suggested a court reporter come out and transcribe the various meetings at their expense, then go through those with the Staff and make sure every item is picked up. The next item discussed was access and how many units will access to the north in order to get a traffic light installed. There have been substantial interim improvements to the intersection, turn lanes, passing lanes and a center turn lane and they have committed to pay for the cost of signalization. The property is unique in that it can be developed either from the south or from the north. A study was made concerning how many houses could be accessed through the south before it created some undue burden. That number was about 250. After consulting with Mr. Dervish and Mr. McIntosh, their proposal would be to develop 250 homes exiting to the north and that would create the need for the signal. Mr. Keen said they will have a phasing plan based on how many units they would develop to the north, and if a signal could be acquired at that number. There was discussion of construction traffic using the power line easement. Also discussed was $500 per lot voluntary commitment which would be placed in an escrow account just for schools that serve the City. In summarizing Mr. Keen said of paramount importance is the right-of-ways, Shore Road, Bahama Road, Alton Road, and the north-south road, 60 foot with an urban or closed drainage system. The second issue is the parks, the 18.1 acres of pure useable land and the 3 acre park, and the last issue of the preliminary plan, and the development of the units in order to obtain the traffic signal. After the plan is reviewed by Staff,changes made, it will then proceed to the Planning and Zoning Board and then to Commission.
