Home My WebLink About2009 10 26 Consent 202 Authorization To Enter Into Agreement With P&S Paving Incorporated (ITB #015-09-BF) State Road 419 And Wade StreetCOMMISSION AGENDA ITEM 202 October 26, 2009 Meeting CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR MGR /DEPT ~i61/ Authorization REQUEST: Public Works Department requesting authorization to enter into a contractual agreement with P&S Paving, Inc. for construction of Intersection Improvements at S.R. 419 and Wade Street (ITB #015-09-B1~ PURPOSE: The purpose of this agenda item is to request authorization to enter into a contractual agreement with P&S Paving, Inc. for construction of Intersection Improvements at S.R. 419 and Wade Street (ITB #015-09-BF) in the amount of $362,449.15 plus 10% contingency, federally funded by the 2009 American Recovery and Reinvestment Act. CONSIDERATIONS: The Wade Street / S.R. 419 Improvement Project was initially planned as a single project jointly funded by the City and the Florida Department of Transportation to complete the following improvements (see Attachment 1): 1. Wade Street reconstruction from S.R. 419 to Old Sanford-Oviedo Road 2. Addition of a southbound right-turn lane from Wade Street onto S.R. 419 3. Addition of an eastbound and westbound left-turn deceleration lanes from S.R. 419 onto Wade Street 4. Addition of a right-turn deceleration lane on S.R. 419 westbound onto Wade Street 5. Addition of a right-turn deceleration lane on S.R. 419 eastbound onto Sherry Avenue • In April 2009, the City received approval of federal Stimulus Plan funding in the amount of up to $534,000 for construction of all improvements at the S.R. 419 /Wade Street intersection, including the reconstruction of Wade Street from S.R. 419 to the CSX railroad crossing. Wade Street north of the CSX railroad was determined to not be eligible for federal funding, and this segment was recently completed under a separate City contract. In addition, the right-turn deceleration lane at S.R. 419 at Sherry Avenue was not federally funded but will be constructed as astate-funded separate project. October 26, 2009 Agenda Item #202 Page 2 of 3 • The availability of federal funding required splitting the project into three separate projects based on funding source (city, state, and federal). This agenda item is for the award of the federally-funded portion of the project consisting of the reconstruction of Wade Street from S.R. 419 to the CSX railroad crossing, eastbound and westbound left turn lanes from S.R. 419 onto Wade Street, a westbound right turn lane from S.R. 419 onto Wade Street, and a southbound right turn lane from Wade Street onto S.R. 419. • The project was advertised for bidding in accordance with the applicable City and FDOT procedures. PROJECT COST SUMMARY: The project is approved for federal funding of up to $534,000 by the 2009 American Recovery and Reinvestment Act (ARRA). The federal funds can be utilized for construction and the necessary construction engineering and inspection (CEI) services, but not for design services. A contract for CEI services was awarded to URS Construction Services, Inc. at the July 27, 2009 City Commission meeting. This segment of Wade Street was not eligible for federal reimbursement because it is not part of the federal-aid system. FUNDING: The construction cost in the amount of $362,449.15 plus 10% contingency will be federally funded from the 2009 American Recovery and Reinvestment Act. The federal funding is a reimbursement to the City, and funds will be fronted from the Road Improvement Fund (#115- 65000-30133). Sufficient funds are available in the Road Improvement Fund to front the cost of construction. RECOMMENDATION: Staff recommends that the City Commission approve P&S Paving, Inc. for construction of Intersection Improvements at S.R. 419 and Wade Street (ITB #015-09-BF) in the amount of $362,449.15 plus 10% contingency funded from 115-65000-30133 and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents.
