WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS MONDAY, MARCH 21, 1988 The Workshop Meeting was called to order by Mayor Leanne M. Grove at 7:00 P.M. ROLL CALL: Mayor Leanne M. Grove, Present Deputy Mayor Arthur Hoffmann, Present Commissioner P.A. Kulbes, Present Commissioner Martin Trencher, Present Commissioner Cindy Kaehler, Present Commissioner W.A. Jacobs, Present City Manager, Richard Rozansky, Present . Mr. Richard Welles and Mr. Carey Ferrell, Assistant Superintendents of Schools for Seminole County, spoke to the Commission concerning the need for more schools in the County. Mr. Ferrell spoke first. He discussed the projected growth in the County over the next ten years and the need for new schools. The cost of building these much needed schools, he said, would be $269,197,000.00. He stated that the School Board would have to look at every type of financing scheme, and look at methods of identifying where the schools are to go. That, he said, is where City and County governments can work with the School Board. He specified that the two growth areas affecting Winter Springs are the Oviedo area toward Tuscawilla, and the I-IV corridor moving north. He stated that the School Board wants very much to establish working relationships with City government. He said that the School Board is legally required to cooperate with the City, and has a statute that requires them to coordinate the building of schools with municipal and county governments. The statute also requires the School Board to give the City information as to what impact residential development will have on the schools - whether the schools are available or not. The School Board would like to set up some type of system of direct contact with the City in order to meet these problems together. Discussion. He stated that they are doing a study on a school impact fee, and if they decide to go with that they will be working with the City on it. The impact fee will have to be levied by the City. The only way the impact fee can be imposed is through the cities in the County. He said that the Legislature controls the financing rather than the Department of Education. If the School Board elects to go with impact fees, they will probably be ready in late spring or early summer to discuss them with the City. He discussed the possible ways to obtain the money. Mr. Welles spoke about the number of schools needed, and what is in the process of being done at the present time to build more schools. He said that Tallahassee is their 'boss', and theyare the ones who must be convinced of the need for the schools. They must go by Tallahassee's standards in order to use their funds. He said that the City can help the School Board by giving them information on growth. Discussion. It was suggested that a formal method of communication be established between the City's Planning Zoning people and the staff of the School Board. The Workshop meeting adjourned at 9:40 P.M.
