HomeMy WebLinkAbout2009 10 12 Consent 205 Authorization To Execute Middlesex Corporation Contract For Asphalt ResurfacingCONSIDERATIONS: 101209_COM M _Consent_205_FY2010_Resurfacing COMMISSION AGENDA =BEM 205 CONSENT J X INFORMATIONAL PUBLIC HEARING REGULAR October 12, 2009 MGR /DEPT Meeting Authorization REQUEST: Public Works Department requesting authorization to execute a contract amendment with The Middlesex Corporation for Asphalt Resurfacing of Various City Streets scheduled for FY 2009 -10 in the amount of $342,357.75 PURPOSE: The purpose of this agenda item is to request authorization to execute a contract amendment with The Middlesex Corporation for Asphalt Resurfacing of Various City Streets scheduled for FY 2009 -10 in the amount of $342,357.75 Bid #ITB- 006 -09 /BF to complete the FY 2008 -09 paving program was opened on January 28, 2009. Five (5) bids were received and The Middlesex Corporation had the lowest bid and was awarded the contract in the amount of $413,315.65 at the February 9, 2009 City Commission meeting. Middlesex completed the FY 2008 -09 paving program in July 2009. Staff recommends retaining Middlesex to perform the FY 2009 -10 paving program using the same unit prices under their current City contract. Staff's recommendation to retain Middlesex is based on the low unit prices in the current contract, their satisfactory performance on past projects, and their availability to start the FY 2009 -10 paving program right away. The updated 3 -year Paving Master Plan is attached. The updated Master Plan was developed based on Staffs review of all paved City streets in August and September 2009. The review consisted of a field evaluation of current pavement condition and a review of the available paving history data. Streets for resurfacing were selected and ranked in the 3 -year master plan based on the following factors: o Overall ride quality o Traffic volume o Pavement age o Signs of pavement deterioration and /or structural failure October 12, 2009 Agenda Item #205 Page 3 of 3 The amounts listed above are within the budgeted amounts for FY 2009 -10, and fund balances will comply with the City's 25% minimum fund balance policy. RECOMMENDATION: Staff recommends that the City Commission approve Middlesex Corporation for Asphalt Resurfacing of Various City Streets scheduled for FY 2009 -2010 in the amount of $342,357.75 plus 5% contingency funded from 104- 65000 -30075 115- 6500 -30132 and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents. IMPLEMENTATION SCHEDULE: The scope of work will be completed by December 31, 2009. ATTACHMENTS: 1. 3 -Year Paving Master Plan (1 page) COMMISSION ACTION: October 12, 2009 Agenda Item #205 Page 2 of 3 o Completion of multi -phase paving programs in specific neighborhoods o Funding availability The 3 -year pavement master plan lists projects by fiscal year for construction and funding source, with the two primary funding sources consisting of the Roadway Improvement Fund #115 (One -Cent Sales Tax) and the Transportation Improvement Fund #104 (Local Option Gas Tax). The FY 2009 -10 budget includes $100,000 from the Roadway Improvement Fund and $250,000 from the Local Option Gas Tax. Based on the 3 -year master plan, the Year 1 (FY 2009 -10) paving program consists of the following streets: 1. Greenbriar Lane from Winter Springs Blvd to Northern Way 2. Murphy Road from Edgemon Ave to the Gee Creek Bridge 3. Fairfax Avenue from 1 Street to SR 434 4. 3rd Street from Bombay Ave to Edgemon Ave 5. Lombardy Road from Moss Road to Fairfax Ave 6. Shepard Road from Sheoah Blvd to the School Entrance 7. Little Sparrow Court 8. Vistawilla Drive from Metro Church to Trail Crossing Middlesex has agreed to hold their unit prices from their January 28, 2009 bid (ITB# 008 09/BF) for performance of the FY 2009 -10 paving program. To verify that Middlesex's unit prices under the current City contract represent current market prices, Staff reviewed recent bidding information from the following sources: o Seminole County 2009 Continuing Pavement Management Contract o Seminole County Resurfacing Project Bids for Stimulus Projects o FDOT District 5 o Florida's Turnpike FUNDING: Based on Staff's review of recent bids from the above listed sources, Staff believes that Middlesex's unit prices for asphalt and milling represent current market prices. In addition, Middlesex's proposed prices for mobilization, traffic control, and erosion control are all very low and represent a combined total of less than one percent of the total bid price of $342,357. Overall, bid prices for asphalt resurfacing projects remain low across the region relative to past years, although prices appear to have stabilized in 2009 after a significant decline in 2008.
